Bragdon Contra Director of Community Development Costa`"-" DATE: July 25, 1989 Costa SUBJECT: Hearing on Rezoning Application ((2832-RZ to rezone 15. 3 acres of land from Heavy Agricultural District (A-3_ to General Agricultural District (A-2) , fronting for approximately 1,288 feet on the south sid of a dirt road, 330 feet east of Sellers Avenue and approximately 3,500 feet south of Cypress Road, in the Knightsen area, filed by Craig and Kimberly Holland (Applicants & Owners) (AP 020-010-013 ) . SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Accept the environmental documentation prepared for this project as being adequate. 2. Approve Rezoning Application 2832-RZ as recommended by the East County Regional Planning Commission. 3. Adopt the East County Regional Planning Commission' s findings as set forth in Resolution No. 29-1989, as the determination for these actions. 4. Introduce the ordinance giving effect to the aforesaid rezoning, waive reading and set forth date for adoption of same. 4(a CONTINUED ON ATTACHMENT: YES SIGMA _ RECOMMENDATION OF COUNTY ADMINISTRATOR RE O ARD TTEE APPROVE OTHER SIGNATURE(S) : ACTION OF BOARD ON August 15 , 1989 APPROVED AS RECOMKKNDED X OTHER This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on rezoning application 2832-RZ Karl Wandry, Community Development Department, presented the staff report on the request, and the staff recommendation. The public hearing was opened and the following person appeared to speak: Craig Holland, Box 11030 Brentwood, applicant/owner, requested a deferral of drainage requirements. Supervisor Torlakson referred Mr. Holland to the Flood Control Division of the Public Works Department for additional discussion of his request and advised that the Board has had a very firm policy not to defer the drainage improvements. Karl Wandry advised that that was not before the Board today, only the rezoning request was before the Board today, and he referred Mr. Holland to Mr. Milt Kubicek, Public Works Department for further discussion of Mr. Holland' s request. The public hearing was closed. 1. On recommendation of Supervisor Torlakson, IT IS BY THE BOARD ORDERED that recommendations 1, 2, 3, and 4 are APPROVED; and as in recommendation 4, Ordinance No. 89-55 is INTRODUCED, reading waived, and August 29, 1989 is set for adoption of same.
