RECOMMENDATION 1. ACCEPT Report from Public Works Director, and 2 . DIRECT the Public Works Director and Community Development Director to expedite the Evora Road/Mota Ranch Traffic Circulation Study and to review the circulation element of the West Pittsburg Area General Plan to evaluate the merits of deleting Mariners Cove Drive from the circulation element and authorizing its closure to traffic. II. FINANCIAL IMPACT The traffic study and the review of the West Pittsburg Area General Plan Circulation Element is expected to cost approximately $50, 000. The cost will be funded by development fees. REASONS FOR RECOMMENDATIONJBACKGROUND Mariners Cove Drive is shown as a collector street in the current West Pittsburg Area General Plan. Closing Mariners Cove Drive will require an amendment to the West Pittsburg General Plan to delete it from the circulation element. Mariners Cove Drive is a local residential street, and it is being used by local motorists as a short cut to Evora Road and thence to Concord. The average daily traffic and operating speed on Mariners Cove Drive have exceeded the desirable volume and speed for a residential street. In the current circulation element of the West Pittsburg Area General Plan, the Shore Acre area is served by Post Chicago Highway to the east and west and by Anchor Drive and Mariners Cove Drive to the south. If the U.S. Navy is successful in their negotiations with the County, Port Chicago Highway will be closed to westerly traffic. This will place additional burden on Mariners Cove Drive and Anchor Drive to access Evora Road. Closing Mariners Cove Drive will place additional burden on Anchor Drive and Riverside Drive unless the impact of the closure is mitigated. The Board of Supervisors has previously directed the Community Development Department and the Public Works Department to study the possible need to upgrade Evora Road and to provide better circulation in this area. Evaluation of the merits of closing Mariners Cove Drive should be done in conjunction with this study. IV. CONSEQUENCES OF NEGATIVE ACTION Without completion of the above tasks, the decision on the request to close Mariners Cove Drive can not be made.
