RESOLUTION NO. 3563
AUTHORIZING COLLECTION LOSS WRITE-OFF
WHEREAS, certain accounts of vacated tenants have been determined to be
uncollectible by management, and;
WHEREAS, a majority of these tenants accounts have been, or will be turned
over to a collection agency for continuing collection efforts;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing
Authority of the County of Contra Costa that the following amounts
be written off for collection loss for the quarter ending
June 30, 1989:
Conventional
Program
Dwelling Rent $ 65606.97
Legal Charges 2,134.85
Maintenance & Other Surcharges 31305.62
$12,047.44
ADOPTED ON August 15 , 1989 by the following vote of the Commissioners:
AYES: Commissioners Powers , Fanden, Schroder, McPeak,
Torlakson
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: COLLECTION LOSS WRITE-OFF FOR THE QUARTER ENDING JUNE 30, 1989
I. RECOMMENDED ACTION:
Adopt Resolution No. 3565 approving collection loss write-off in the amount of
$12,047.44 for the quarter ending June 30, 1989, as recommended by the Advisory
Housing Commission.
II . FINANCIAL IMPACT:
Uncollectible accounts impact on the budget by reducing total rental income.
At the end of each quarter, the Housing Authority takes action to write off those
accounts which have been determined to be uncollectible. For the quarter ending
June 30, 1989, a collection loss write-off in the amount of $12,047.44 is recommended.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
This collection loss is for the Conventional Program. The requested collection
loss write-off reflects a total of 24 accounts that are being recommended for write-
off, representing an average of $501.98 per account. The following chart illustrates
the collection losses per quarter for the past four quarters:

6/88 $13,635.49
Prior to submission of an account for write-off, the staff makes every effort,
including referral to a collection agency, to collect money that is owed the Housing
Authority.

At its Regular Meeting on July 17, 1989 the Advisory Housing Commission
approved the collection loss write-off in the amount of $12,047.44 and recommended
adoption of Resolution No. 3563, authorizing collection loss write-off, by the Board
of Commissioners.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3563, these
accounts would inflate the total accounts receivable for the Housing Authority and
present a distorted financial picture.
