SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Reaffirm the Oakley Municipal Advisory Council as an organization with which to consult during the process of adopting the Oakley Redevelopment Plan. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On February 7, 1989, by Resolution No. 89/80 , the Board of Supervisors designated the Oakley Municipal Advisory Council as an organization with which the Contra Costa County Redevelopment Agency will consult and obtain advice from during the process of adopting the Oakley Redevelopment Plan. This was accomplished in recognition of the fact that ( 1 ) the Oakley Redevelopment Plan will not displace a substantial number of low and moderate income families, thus not requiring the creation of a Project Area Committee; and ( 2) the Agency is required to consult with and obtain the advice of residents and community organizations. As stated in the Staff Report, the Oakley Municipal Advisory Council is made up of residents and business persons in the Project Area. Thus, it is appropriate that it be an organization with which to consult and obtain advice from during the redevelopment plan adoption process. The formation of a project area committee is only required if implementation of the proposed redevelopment plan will displace a substantial number of low and moderate income people. Agency staff has determined that the Oakley Redevelopment Project will not displace a substantial number of low and moderate income people. Thus, staff is recommending that the Board of Supervisors find that the formation of a project area committee is not required and direct the Redevelopment Agency to consult with the Oakley Municipal Advisory Council regarding the adoption of the proposed Oakley Redevelopment Plan. Staff's recommendation that formation of a project area committee is not necessary is based on the project activities proposed to be carried out as part of the redevelopment project. Pursuant to the Draft Work Program prepared by staff regarding the Oakley Redevelopment Plan, the projects proposed to be undertaken will not displace a substantial number, if any, of low and moderate income people. The Agency is proposing various traffic improvements designed to ease traffic congestion in the project area. The traffic improvements are located primarily along State Route 4 and are not expected to cause elimination of any residential structures. Additionally, the Agency is -•proposing a variety of public improvements for the project area, including providing assistance to the school systems in order to provide day care services, financial assistance toward the development of a new park in the project area and financial assistance toward the development of new government facilities in the project area. The Agency's plans for these improvements are not definite, but at the current time the Agency foresees siting any such improvements on vacant land located within the project area, as part of an infill development program, or as replacement facilities for similarly used structures. The Agency's other programs include a drainage improvement program, which will merely upgrade existing drainage improvements, and commercial and industrial development assistance, including land acquisition assistance. The land acquisition assistance will be limited to land already zoned industrial and commercial and is not expected to involve any land currently used for residential purposes. Finally, the Agency is proposing a housing rehabilitation and new housing construction program. The housing rehabilitation program will assist current residents in upgrading their property. The new construction program will be limited to infill development sites and will not eliminate existing residential structures. For these reasons, the Agency has determined that formation of a project area committee is not necessary. Rather, the Agency will consult and seek the advice of the Oakley Municipal Advisory Council , which is composed of residents and business persons from the Oakley area. gr13/jb/oakadvey.sfr
