August 3, 1989 Count j SUBJECT: Adoption of the FY 1989-90 County Short-Doyle Annual Plan 7 for Mental Health Services (Part A) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : a . Approve and adopt the Contra Costa - County Short -Doyle Annual Plan for Mental Health Services (Part A) for FY 1989-90, and b . Authorize the Board Chairman to execute , on behalf of the County , Form 1 . 1A in the Plan which certifies adoption of the Part A Plan by the County Board of Supervisors , and C . Authorize . the Health Services Director or his designee (Stuart McCullough) to submit said Part A Plan to the State Department of Mental Health . II . FINANCIAL IMPACT : Part A of the Annual Plan is based on the State' s preliminary allocation of Short-Doyle funds to the County and represents a summary presentation of expected expenditures of County , State , and Federal funds and anticipated revenues for mental health services in FY 1989-90 (excluding "Rollover" activities ) . This preliminary allocation is subject to change following adoption of the State Budget , and it will be replaced by the final allocation sometime between September and November . The Part A Plan Program Budget Summary for FY 1989-90 includes : a . A total State Short-Doyle Allocation of $ 12 , 088 , 224 , which is the same amount that was allocated to Contra Costa County for FY 1988-89 , and b . No projected change in outside non-County funding or reve- nues . evenues , except for an anticipated increase of $126 , 000 in Federal Medi-Cal funds (Federal share portion) which may result when mental health case management services - become Medi-Cal reimburseable for the first time beginning in September or October of this year . This preliminary State allocation includes no cost-of-living or equity adjustments for FY 1989-90. With no increases in State funding or outside revenues , a 5% cost-of-living increase for County mental health program employees and contractors would require approximately $ 1 , 375 , 000 in additional County funding to maintain the FY 1988-89 program budget levels . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : The Part A Plan represents a status quo maintenance of effort , except for a slight expansion of the County ' s case management program to accommodate Medi-Cal billing and new utilization review requirements . While the State is proposing an augmentation for mental health services , this is not included in the Part A Plan because the State has not yet released augmentation funding amounts to the counties . Part A of the Annual Plan will be followed by Part B which is the comprehensive Annual Plan description based on the State ' s final allocation of Short-Doyle funds to the County. Adoption of the Part A Plan and submission to the State are required by Section 5650 of the Welfare and Institutions Code . This Plan was reviewed and approved by the County 's Mental Health Advisory Board at its meeting on July 27 , 1989.
