MICHAEL WALFORD, CHIEF ENGINEER DATE: August 15, 1989 SUBJECT: AUTHORIZE THE ISSUANCE OF A WARRANT TO THE U.S. ARMY CORPS OF ENGINEERS FOR THE WALNUT CREEK BASIN INVESTIGATION FEASIBILITY STUDY, FLOOD CONTROL ZONE 3B, PROJECT NOS. 7520-6B-8284, 8285, 8292, & 8299 Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION AUTHORIZE the County Auditor-Controller to issue a warrant for $60, 000 payable to the Financing and Accounting Officer, USAED, Sacramento, as the District' s share of contributed funds. II. FINANCIAL IMPACT At this time the Flood Control District is required to make its first payment toward its total cash contribution of $192, 500 for the Walnut Creek Basin Investigation Feasibility Study. This first payment is $60, 000. III. REASONS FOR RECOMMENDATION/BACKGROUND On June 20, 1989, the Board passed a Resolution approving an agreement between the United States of America and Contra Costa County Flood Control and iWater Conservation District for the completion of the feasibility study for the Walnut Creek Basin Investigation Projects on Grayson, Murderers, Tice, Green Valley and San Ramon Creeks. REASONS FOR RECOMMENDATION/BACKGROUND (cont) The study has identified five projects that appear to have sufficient merit to warrant Corps of Engineers' involvement. These projects are: 1. Grayson Creek-East Fork, East Branch 2 . Murderer's Creek 3 . Tice Creek 4 . San Ramon Creek-Chaney Road to Livorna Road 5. Green Valley Creek-Upstream of I-680 to Diablo Road The study agreement specifies the scope of work to be performed and the financial responsibility of each party. The District's cash responsibility is for $192 , 000, of which this $60, 000 would be the first installment. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to participate in the study may mean the loss of any potential federal funding for channel improvements in these areas. SK:BO:dmw FCZ3B.COE
