SUBJECT: BAAQMD Marine Lightering Rule
Supervisor Sunne McPeak presented the attached report on
the Bay Area Air Quality Management District (BAAQMD) recently
adopted rule to control emissions during vessel to vessel transfers
known as marine lightering.
IT IS BY THE BOARD ORDERED that the report from
Supervisor McPeak is ACCEPTED.

JrmMuoerson (smog) forming organic compounds during the transfer of
crude oil or petroleum products from one marine tank
vessel to another. Vessel to vessel transfers are
conducted in the Bay Area to offload cargo from a large
vessel to a smaller vessel when waters are too shallow
for entry into a loading terminal.
When the required reduction of 95% of emissions
becomes effective July 1, 1991, one transfer will reduce
emissions as much as refueling one million cars. When
numerous transfers occur on a single day, the reduction
in emissions will equal the refueling of five million
cars, virtually all the cars in the Bay Area.

Also included in the rule is an interim provision,
effective July 15, 1989, prohibiting uncontrolled loading
on a day which the District predicts will violate the
federal ambient air quality standard for ozone.
A statement as to whether marine bulk loading is
allowed has already been added to the District's
agricultural burn forecast telephone recording. This
information is usually available by 3:00 PM for the
following day and can be obtained by calling (800) 792-
0787.
The new rule (Regulation S. Rule 46) was developed
following a demonstration of technical feasibility by
Exxon Corporation which is responsible for 75% of.
transfers that occur within the Bay Area. It is the
second part of a two rule system-designed to control .
emissions from the shipping industry. The first rule,
enacted in January, 1989, controls emissions at marine
loading docks.
