SUBJECT: PROPOSED RESPONSE TOTHE REPORT OFTHE 1988-89 GRAND JURY ENTITLED
"OBSERVATION OF THE 1988 GENERAL ELECTION"
Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATIONS:
1. Adopt the following report of our Committee as the Board of Supervisors' response to the Report of the 1988-
89 Grand Jury entitled"Observation of the 1988 General Election".
2. Remove this item as a referral to our Committee.
BACKGROUND:
On February 3, 1989 the 1988-89 Grand Jury approved the attached report on "Observations of the 1988 General
Election". On July 17, 1989 our Committee met with the County Clerk-Recorder, the Elections Supervisor and
members of the 1988-89 and 1989-90 Grand Juries. We reviewed the proposed response suggested by the County
Clerk-Recorder and Elections Supervisor and discussed the Grand Jury's recommendations with the members of
the Grand Jury and the County Clerk-Recorder and Elections Supervisor. At the conclusion of these discussions
we formulated the following response,utilizing a format suggested by the Grand Jury in their final report,in which
the Grand Jury requested that written responses to Grand Jury recommendations clearly specify:
A. Whether the recommendation is accepted or adopted.
B. If the recommendation is accepted, a statement as to who will be responsible for implementation and a definite
target date.
C. A delineation of constraints, if a recommendation is accepted but cannot be implemented within the calendar
year.
D. The reason for not adopting a recommendation.

This and all future responses to Grand Jury recommendations coming from our Committee will follow this format
as closely as possible.
RECOMMENDATION# 1:
The Registrations and Flections Department continue the policy of inviting future grand juries to observe
the election process.
RESPONSE:
A. This recommendation is adopted.
B. The County Clerk-Recorder is responsible for implementing this recommendation. The Registration and
Election Division will continue the policy of inviting future grand juries to observe the election process as has
been done in the past along with the League of Women Voters and the News Media. This recommendation is
currently implemented and no further action is required.
RECOMMENDATION# 2:
The Board of Supervisors allocate funds to purchase and construct a second level in the elections warehouse
(similar to the removable structure in the Sheriff's Department Property Room). This will double the storage
space at that location and will not add to the overhead costs of the building.
RESPONSE:
A. This recommendation is accepted.
B. The County Clerk-Recorder and County Administrator are responsible for evaluating the feasibility of
implementing this recommendation. The County Clerk-Recorder is currently undertaking a study of the space
needs in each of his Divisions for the current year and for five years in the future. Once this data is available
it needs to be evaluated by the County Administrator and incorporated into the County's overall capital projects
program. It is not possible to provide a specific date by which this will be accomplished other than to indicate
that the County Clerk-Recorder is moving ahead on his analysis of his needs.
C. There is little chance that this recommendation can be implemented by the end of the calendar year due to the
need first, to identify the department's requested space needs, then prioritize those needs with all other space
needs with which the County is confronted and finally to determine financing mechanisms which can be used
to meet those needs. This is not likely to happen very quickly,despite our recognition of the pressing needs of
the County Clerk-Recorder's Office.
RECOMMENDATION# 3:
Precinct workers who turn in precinct cartons improperly be retrained.
RESPONSE:
A. This recommendation is adopted.
B. The County Clerk-Recorder is responsible for implementing this recommendation. Precinct workers are trained
before each election. The Board of Supervisors has approved a policy of paying each Election Officer$5 for
attending this instruction. This should help to standardize this process along with the operation of each polling
location. This recommendation has, we believe, been implemented.
RECOMMENDATION#4:
The County Election Board budget for high-grade paper to ensure reliable stuffing of sample ballot
envelopes.
RESPONSE:
A. This recommendation is adopted.

B. The County Clerk-Recorder is responsible for implementing this recommendation. The Elections Supervisor
reported that the Elections Division has required for some time a good grade of paper so that our mailing process
can be done in a speedy and efficient manner. The Grand Jury report provides no further information to indicate
that the quality of paper is a problem. We have therefore concluded that this recommendation has been
implemented.
RECOMMENDATION# 5:
The County Elections Board immediately contact members of the United States Congress and demand
adequate postal service for future elections.
A. This recommendation is adopted.
B. The County Clerk-Recorder is responsible for implementing this recommendation. The suggested letters have
been sent. The County Clerk-Recorder indicated to our Committee that he and his Elections Supervisor were
meeting with the local Postal Service representatives in an effort to identify and resolve any problems which
may be identified. We believe that this problem is in the process of being resolved.
