SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 8, 1983 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson and Schroder NOES: None ABSENT: None ABSTAIN: None a aa�aa• SUBJECT: Granting permission to completely close San Pablo Avenue, . Road No. 0971, near Old County Road, Selby area, between Rodeo and Crockett. This being the time fixed for discussion on the closure of San Pablo Avenue (Highway 40) between Merchant Street and Vista Del Rio, near Wickland Oil, Crockett area; and The Public Works Director having described the problem and having advised that due to the storms of the winter of 1982 signifi- cant road damage occurred on San Pablo Avenue near Merchant Street in Crockett, and as a result, on March 1, 1983, the Board of Supervisors authorized an indefinite closure of San Pablo Avenue between Merchant Street and Vista Del Rio; and The Public Works Director having noted that the closure of San Pablo Avenue at this location has created a significant increase in traffic on Vista Del Rio and this narrow residential street is being used as a by-pass route for approximately 1, 600 vehicles per day; and The Public Works Director having further noted that the increase in traffic on Vista Del Rio has _cr_eated an unsafe con- dition and he is recommending that theQaau 1 site of the road clo- sure on San Pablo Avenue be relocated from Vista Del Rio to a point a few thousand feet southerly to the north side of Old County Road in Selby, commenting that the new point of closure will prohibit all traffic from using San Pablo Avenue between Rodeo and Crockett and it will also eliminate through traffic on Vista Del Rio, and that the alternate route for through traffic on San Pablo Avenue will be the Interstate 80 Freeway; and The following persons having appeared and commented: Dennis Rolley, 2158 Vista Del Rio, Crockett; Claude Gistelli , 570 Kendall Avenue , Crockett, repre- senting residents of Rendall Avenue; • Roy Wickland, Wickland Oil Terminals, Sacramento, who com- mented that he was of the opinion that closure would isolate his company and the residents of Tormey from the Crockett Fire Protection District and that he favored leaving the road open and putting up speed limit and stop signs, and he further urged the Board to formally request the industries in the area to ask their employees to use other routes; and Mr. Wickland having urged the Board to place the repair of Highway 40 higher on its priority list, and having stated that Wickland Oil is prepared to make available fill material needed for said repair; Rich Walloch, Union Oil Company, Rodeo, who advised that Union Oil has requested all its employees to discontinue use of Vista Del Rio and that Union Oil is requesting that if the closure of San Pablo Avenue is moved southward that Union Oil be allowed to have access for emergency vehicles; 280 Jerry Littleton, Crockett-Carquinez Fire Protection District, who expressed concern that emergency vehicles would be prohibited from servicing citizens if the closure is moved, and having urged reopening of San Pablo Avenue (Highway 40) as soon as possible; and Chairman Schroder having suggested that the Public Works Director look into the offer for fill material from Wickland Oil; and In order to protect the public' s health and safety, and upon the recommendation of the Public Works Director IT IS BY THE BOARD ORDERED that the Public Works Director is authorized to close San Pablo Avenue on the north side of Old County Road in Selby, under the provisions of Section 942. 5 of the Streets and Highways Code, until the Road damage on San Pablo Avenue is repaired.
