HomeMy WebLinkAboutMINUTES - 07251989 - 2.5 Contra TO: BOARD OF SUPERVISORS Costa FROM: Phil Batchelor �� County ` County Administrator DATE: July 10, 1989 SUBJECT: Byron Fire Protection District Retirement System Membership Specific Request(s) or Recommendations(s) & Background & Justification RECOMHIIIDATION: Authorize the County Administrator and Personnel Director to investigate the feasibility of membership for the Byron Fire Protection District in the Contra Costa County Employees' Retirement Association and to arrange for the inclusion of the District in the retirement system. FINANCIAL IMPACT: Membership in the Contra Costa County Retirement Association may result in increased district cost related to the employer's share of membership costs for eligible district employees that join the system. REASONS FOR RECOMMENDATION/BACKGROUND: Nick Papadakos, Chief of the Byron Fire Protection District has proposed that the Byron Fire Protection District be admitted to the County Retirement Association and that the position of fire chief be determined as eligible for participation in the retirement system. The Byron Fire Commission previously had made inquiries about the District joining the system. The Chief of the Byron District has stated his intent to retire as chief of the District within a period of one to three years. The Chief is interested in joining the retirement _system to obtain retirement benefits upon retirement from County service. Retirement in the timeframe of one to three years requires that the Chief be given credit for his prior years of service to the District. Accordingly, it is proposed that the County Administrator be authorized to determine criteria for retirement system eligibility and recognition of prior years of service time, to determine eventual retirement benefits. By: �� , DEPUTY Chief Nick Papadakos Chief Paul Hein i Byron Fire Protection District Retirement System Membership July 10,1989 Page 2 In preparation for the Chief's retirement it is proposed that the Board approve a plan for dealing with the vacancy caused by the Chief's retirement. It is recommended that upon the retirement of Chief Papadakos your Board appoint East Diablo Fire District Chief, Paul Hein, as Acting Chief of the Byron Fire Protection District. Under this proposal, Chief Hein would act as Chief of the Byron District to allow a period of time to study alternate organizational arrangements such as appointing a new chief or the possible consolidation with the East Diablo Fire Protection District. In the interest of providing a smooth transition upon the retirement of Chief Papadakos, it is further proposed that Chief Hein become involved in Byron Fire Protection District matters that may have long-range implications for the District, such as development in the District and water supply issues in Discovery Bay.
