I. RECOMMENDATION
1. AUTHORIZE the Public Works Director to perform project
development work for Caltrans on the Bailey Road/State Route
4 interchange project.
2 . AUTHORIZE the Public Works Director to initiate the
consultant selection process for the project study report.
3 . DIRECT the Public Works Director and the Director of
Community Development to negotiate with Bay Area Rapid
Transit District (BARTD) to amend the existing County/BARTD
agreement to include all State Route 4 modification projects
needed for the East County BARTD extension project as
eligible projects for reimbursement.

II. FINANCIAL IMPACT
The estimated cost to the County for commencing the consultant
selection process and negotiating the necessary amendment to the
BARTD agreement is $5, 000. This cost will be funded using County
Gas Tax funds. The estimated cost for the project development
work including County staff coordination is $600, 000. This cost
will be funded by BART with possible participation by the Contra
Costa .Transportation Authority (CCTA) .
III. REASONS FOR RECOMMENDATION/BACKGROUND
In order to accommodate BART extension to West Pittsburg, the
Bailey Road interchange needs to be modified. Since the funding
arrangements for rail projects in the Bay Area require the BART
extensions in the East Bay to commence as soon as possible, the
Bailey Road/State Route 4 interchange project becomes a critical
element of the program.
Currently, the County is re-evaluating the environmental
document for the State Route 4 Willow Pass Grade Project. The
original easterly limit of this project was at the Willow Pass
Road (East) on ramp. We have requested and received approval
from the Federal Highway Administration to extend the project
limit to just west of Bailey Road. To move the project limits
further east to include the Bailey Road interchange in the
current project will require preparation of an federal
environmental impact study which would delay the Willow Pass
Grade project by at least three years.
After several meetings with CCTA, BARTD and Caltrans, it was
determined that the fastest way to implement the Bailey Road
project without impacting the Willow Pass Grade project, is to
use only local funds. This will place the environmental review
process under California environmental guidelines in lieu of
meeting both federal and State guidelines. This will save up to
two years of project development time. A memorandum of
understanding is being prepared between the City of Pittsburg,
the County, CCTA and Caltrans to layout the project development
process and the financial responsibility of each agency. .
By State law, Caltrans will fund in house project development
cost up to approval of the environmental document if the project
is funded by local sales tax. The law also states that if
Caltrans has insufficient staff and cannot meet the schedule of
the local. agency, then the local agency can proceed with project
development using its own resources.
The Bailey Road interchange project is critical to rail extension
to East County. Staff is recommending that the County take over .
project development work to expedite the process. BARTD is
willing to fund the cost of preparing the project study report
and the environmental document. An amendment to the existing
agreement with BARTD to add this project will be prepared.
IV. CONSEQUENCES OF NEGATIVE ACTION
This project and the ultimate extension of BART to east County
will be delayed.
