FINANCIAL IMPACT None. BACKGROUND On June 17 , 1989 , the Board appointed us to meet with representa- tives of the Solid Waste Commission to discuss potential modifi- cations to the County Solid Waste Management Plan, regarding Central/South County transfer stations. On July 11 , 1989 , we met with representatives of the Solid Waste Commission and cities to discuss this issue. The Solid Waste Commission had proposed that the Solid waste Plan be changed to allow for additional flexibil- ity in the siting of a Central/South County transfer station. The Community Development Department and County Counsel raised concerns that this could affect the CEQA process for the Solid Waste Plan„ Neither the Solid Waste Commission nor the Board wants to take any action which would delay completion of the Solid waste Plan pursuant to the court ordered consent decree entered into with the California Waste Management Board. CLERK OF THE BOARD OF Solid waste Commission SUPERVISORS AND COUNTY ADMINISTRATOR County Counsel r (\�\ M382'7-83 BY C� �'� DEPUTY Representatives of the Solid Waste Commission (Sue Rainey, Roy Hawes and Avon Wilson) proposed the following wording, which specifies the definition of the area eligible for a South County transfer station to include the city limits of Walnut Creek. This language has been reviewed by County Counsel and the Community Development Department, who have determined that this modification would not affect the environmental impact report for the Solid Waste Plan. Yet, it would also provide the flexibility desired by the Solid Waste Commission. The proposed change is as follows: "Since the location of future landfill sites cannot be specifically identified in this plan at this time, the transfer station needs of the County cannot be complete- ly identified. However, it is possible to generally identify transfer station needs. The following des- cribes transfer stations that are consistent with this plan and will not require an amendment to the plan when they are proposed. A full-scale transfer station will be needed in West County. A full-scale or mini- transfer station will be needed in East County. The location and type of transfer for East County can only be determined when landfill sites are approved. For Central and South, County, the Acme Fill transfer station and Acme Fill interim transfer station is consistent with this plan. A South County transfer station is consistent with this plan and the South County transfer station may be located south of the north border of Walnut Creek. if the Acme Fill transfer station is not approved Avid or is not con- structed, another full-scale transfer station in Central County would be consistent with this plan. " Since a majority of the cities containing a majority of the incorporated population must approve the Plan, it is important that the County continue to work closely with the cities on the Solid Waste Plan. This modification to the Plan will address a major concern raised by the Solid Waste Commission and conse- quently should help obtain approval of the Plan by the cities. The Solid Waste Commission will be discussing the proposed modification at their July 19th meeting. We hope that they will respond favorably to the results of our discussion with their representatives. If so, we recommend that the-Board of Supervi- sors, at the appropriate time, modify the draft Solid Waste Plan to include the proposed language. Further discussion will occur regarding whether solid waste facilities in the Plan should be required to be constructed within a specified time period to remain consistent with the Plan.
