Project Area; and with Economic and Planning Systems for a
Revitalization Study in the West Pittsburg Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
—Authorize: the Executive Director or—his Designee -to enter into
contracts, which meet the County' s Minority and Women Business
Enterprise Contract Compliance Program, in the amount of $38,000
with Ward and Associates for a Revitalization Study in the North
Richmond Redevelopment Project Area, and in the amount of $33 , 370
with Economic and Planning Systems for a Revitalization Study in
the West Pittsburg Redevelopment Project Area.
FISCAL IMPACT
None. $65,000 of __the total of the two contracts of $71,370
will come from Community Development Block Grant funds. The
balance, $6 , 370 will come from the Single-Family Housing Bond
Trust.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In March, 1989 the Redevelopment Agency received a $65 , 000
Community Development Block Grant for a joint Revitalization Study
in the North Richmond and West Pittsburg Redevelopment Project
Areas. Agency staff together with representatives from the West
Pittsburg and North Richmond Project Area Committees interviewed
five consultants that submitted proposals in response to an RFP.
Based on input from the PAC members and information obtained during
the presentations, staff is recommending that the one study be
split into two separate studies focusing on each of the two Projec

Areas. The firm of Ward and Associates was felt to be the best
qualified and most appropriate to do the North Richmond
Revitalization Study, while Economic and Planning SystemsN is
recommended for the West Pittsburg Study. This project meets the
requirements of the County' s Minority and Women Business Enterprise
Contract Compliance Program.
