RECOMMENDED ACTION ' Authorize 'the Director, Social Service, or his designee to conduct negotiations for three (3) contracts under the Office on Aging' s FY 1989-90 Health Insurance Counseling and Advocacy Program (HICAP) as specified below: Contract No. Contractor Service Payment Limit 20-760-1 Galen Irons Provision of $1, 000 specialized training and technical assistance to Office on Aging' s HICAP program. 20-658-3 Betty Thurman Provision of $2 , 000 specialized training and technical assistance to Office on Aging' s HICAP program. 20-573-6 Contra Costa Legal legal service and $6, 300 Services Foundation consultation. II. FINANCIAL IMPACT The $9, 300 for the three* (3) contracts specified above is funded from $4, 000 in state grant funds and $5, 300 in County funds included in the Social Services Department budget. The overall HICAP budget includes a total of $61, 890 in state grant funds and $57, 315 in County funds included in the Social Service Department Budget. III. REASONS FOR RECOMMENDATION/BACKGROUND The HICAP program has been operated by the County' s Office on Aging for the past four years. The program provides community education, recruitment, training and coordination of volunteer health insurance counselors in the area of health insurance and related health care plans. These volunteers have provided counseling and advocacy services for seniors County-wide. The Director Social Service Department or his designee, is recommending authority to conduct contract negotiations for Office on Aging's Health Insurance and Counseling and Advocacy Program as specified above.
