SUBJECT: Proposal for Youth Conservation Corps and Coordination
of County Youth Employment Programs
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
It is recommended that:
1. The Private Industry Council Department continue exploration of estab-
lishment of a Youth Conservation Corps taking into account the alternative
of participating in, and receiving, services through the East Bay Youth
Conservation Corps; and
2. The County Administrator' s Office submit to the Board of Supervisors a
report on the status of youth employment programs and their coordination
in six months.
BACKGROUND
On September 30, 1983 , the County Administrator submitted to the Board of
Supervisors a report on establishment of a Youth Conservation Corps in
Contra Costa County. That report recommended that establishment of such a
Corps be referred to the Private Industry Council Department for thorough
review and further report on implementation. At the time the matter was
considered by the Board, the matter was additionally referred to the Internal
Operations Committee for review of overall coordination of county youth
employment programs.
The Internal Operations Committee met with representatives of the county
departments on this issue on November 7 , 1983 , and determined that several
departments are involved in facets of youth employment but generally for
different purposes. Supervisor Powers reiterated his previous concern about
coordination, and commented also about the difficulty of identifying the
programs the county has in place and to whom referrals or requests for
information are properly referred. Supervisor Fanden expressed concern
about the nature of work presently being performed and suggested that further
creative thought be given to the training aspects of work activities,
including for example training in the arts. Department representatives
briefly summarized for the committee the nature and scope of their activities.
Additionally, the committee was advised that participation in a Youth Conser-
vation Corps program would involve a charge to the user agency, and therefore
be a county budget consideration.
As a result of its review, the committee is generally satisfied about existing
county youth employment programs , but does feel that a further report should
be made in six months after analysis of establishment of a Youth Conservation
Corps program and further review of the other concerns cited above.
