This action will ensure the continuation of services needed by families and children while allowing sufficient time for FACT to conduct both a new needs assessment and an RFP process. Changes in staff support and vacancies on FACT preclude conducting an RFP process until Fall, 1989. CONSEQUENCES OF NEGATIVE ACTION: Needed services for families and children discontinued; non-use and inaccessibility of funds could be violation of AB2994 ' s requirement to maintain needed levels of services.
