Spooner, Contracts Administrato Contra Ia DATE: July 13, 1989 County y SUBJECT: Approve Standard Agreement #29-457 with the State Department of Mental Health for an Evaluation of Interagency Collaborative Planning and Services for Infants and Preschoolers SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. • RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement #29-457 with the State Department of Mental Health (State #88-79295) in the amount of $91, 900 for the thirteen-month period from June 1, 1989 through June 30, 1990 for grant monies to evaluate interagency collaborative planning and service activities for infants and preschoolers in Contra Costa County in which the County's Mental Health program participates. II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $91, 900 of State General Fund dollars for a joint project with' Lewin/ICF. The a agreement with the State requires the County to subcontract with Lewin/ICF to perform the evaluation discussed herein. Funds will be distributed as follows: Subcontract with Lewin/ICF $83 , 545 County Indirect Costs (10%) 8, 355 Total Amount $91,900 This agreement for State grant funds requires no local match. County Mental Health's contribution includes an allocation of a number of hours of current staff time already budgeted in the Alcohol/Drug Abuse/Mental Health budget, plus mileage, to monitor the subcontract, support/liaison with the subcontractor, and participate as required in evaluation activities. The indirect cost allocation will offset these County expenses. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Alcohol/Drug Abuse/Mental Health Division, in concert with Ldwin/ICF', applied for funds under the State's Department of Mental Health Information Notice No. 89-15. The State has funded this proposal. California has chosen to participate. County public and private agencies are involved in planning and service delivery activities related to PL 99-457 through the Interagency Council of Infant Services. County's Mental Health program participates in the Council and in service delivery to young children with special needs. The Alcohol/Drug Abuse/Mental Health Division currently allocates some $800, 000 to contract agencies for services to this target population. This fiscal commitment and the high degree of interagency collaboration already in place locally makes Contra Costa uniquely suited to be the locale for such an evaluation. The issues posed by this evaluation are important. County mental health departments, like ours, that have been committed to this target population, are increasingly pressed by funding constraints that may well limit support to these programs. Determining what the most effective models for collaborative activity are can assist in making difficult decisions. This evaluation will conceptualize models that demonstrate how local mental health departments can participate in planning for and serving young children, will assess the effectiveness of those models, and will result in recommendations for making Contra Costa's own models more effective. Lewin/ICF, the subcontractor, is a nationally known public policy and management consulting firm that specializes in health care. Joan Meisel, Ph.D. , MBA, will direct the project for Lewin/ICF. In addition to her extensive experience as a legislative assistant in Sacramento and as a public policy analyst with Lewin/ICF, she brings direct experience from having worked with early intervention programs as a psychologist and program evaluator. She will be assisted by Daniel Chandler, Ph.D. , another experienced mental health planner and evaluator. Both public and private agencies involved in Contra Costa's Interagency Council of Infant Services have agreed to participate. The Board Chairman should sign six copies of the agreement, of which five should then be returned to the Contracts and Grants Unit for submission to the State Department of Health Services.
