That the Board adopt as County policy the following: that the County desires to facilitate the production of new rental units through the issuance of tax exempt bonds, and that the County will consider such additional actions as are necessary, feasible, and appropriate to assure that the affordable units provided are available at rent levels eligible for the Section 8 existing rent subsidy program. 2. That the development agreement which will be before the Board of Supervisors on November 15, 1983 be approved. 3. That this matter be removed as a Committee referral . BACKGROUND: On October 25, 1983, the Board of Supervisors referred to our Committee the report of the Director of Planning with regard to the status of affordable housing in the Cedar Pointe Project being undertaken in San Ramon by the Lincoln Property Company. Our Committee met on November 7, 1983 with a representative from Lincoln Property Company, as well as staff from the Planning Department and Housing Authority. The Cedar Pointe Project will have fifty (50) units of affordable housing; 30 one-bedroom units and 20 two-bedroom units. At least 80% of the units will be rented at levels eligible for the Section 8 existing rent subsidy program administered by the County Housing Authority. Prior consideration will be given to individuals and families holding Section 8 certificates. Families with an income not exceeding 80% of the median income, or approximately $25,300 per year, will be eligible. The rent levels will be approximately $470 a month for a one-bedroom unit, and $540 a month for a two-bedroom unit. While our Committee believes that rents that high hardly qualify by the historic definition of "affordable" , we recognize the high costs of construction and high interest rates, and have been assured by the Planning Department that these rentals represent a negotiated compromise with the Lincoln Property Company which is acceptable at this time to all parties. The Planning Director advises us that a development agreement will be on the Board's agenda November 15, 1983. Despite our reluctance to approve this agreement because we continue to believe that the rent levels are too high for many low-income families, we are recommending that the Board approve the development agreement when it comes before the Board.
