SUBJECT: AUDIT SERVICES FOR HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA
I. RECOMMENDED ACTION:
AUTHORIZE Executive Director of the Housing Authority of the County of Contra
Costa to execute an engagement letter with the firm of Harn and Rowe, Certified
Public Accountants, to perform annual audits for the Housing Authority for the three
years ending March 31, 1989, 1990 and 1991, as recomended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Funding will be provided in the Housing Authority's Fiscal Year 1989/90,
1990/91 and 1991/92 Consolidated Operating Budgets for the all-inclusive fee of
$8,500 per year due the certified public accountants for performing these financial
audits.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The audit firm of Harn and Rowe, Certified Public Accountants, has performed
the annual audit of the Housing Authority of the County of Contra Costa for the past
three years. The audits by Harn and Rowe have been thorough, comps,.ete and in
accordance with OMB Circular A-128. These audits have included all programs operated
by the Housing Authority, including CIAP, Development and CDBG Grants. Harn and Rowe
has also provided consultations .and advice to the Housing Authority during the
previous three fiscal years at no additional cost. In addition to the audits for the
Housing Authority of the County of Contra Costa, Harn and Rowe has performed audits
for 23 housing authorities in California.
An engagement letter for audit services to be provided by Harn and Rowe for the
annual audits of fiscal years ending March 31, 1989, 1990 and 1991 has been received
by the Housing Authority. The all-inclusive fee for the performance of the annual
audits is $8,500 per year. The Housing Authority of the County of Contra Costa has
been very satisfied with the audits performed by Harn and Rowe. Their vast
experience with housing authorities has been most helpful in defining and
recommending needed changes for better operations. The staff of Harn and Rowe has
the knowledge and experience to provide very thorough audits at reasonable costs to
housing authorities.

At its Regular Meeting on September 19, 1988 the Advisory Housing Commission
voted to recommend that the Executive Director of the Housing Authority of the County
of Contra Costa be authorized to execute the engagement letter with the firm of Harn
and Rowe, Certified Public Accountants, to perform the annual Housing Authority
audits for the next three fiscal years ending March 31, 1989, 1990 and 1991 at a cost
of $8,500 per year.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize execution of the
engagement letter for audit services from Harn and Rowe, it would become necessary
for the Housing Authority to expend additional funds to solicit bids from additional
certified public accountancy firms.
