SUBJECT: APPROVAL OF AUDIT OF ACTUAL DEVELOPMENT COST CERTIFICATE FOR CA011015
I . RECOMMENDED ACTION:
Approve audit of Actual Development Cost Certificate for CA011015, Elder Winds,
Antioch, completed by Harn and Rowe, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Funding will be provided from the CA011015 Development Fund for the $1,750.00
due the certificated public accountancy firm of Harn & Rowe for performing this HUD
mandated audit.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In order to close out the development phase of CA011015, Elder Winds, Antioch,
Public Housing Development Handbook 7417.1 REV-1 CHG-3, Section 9. Actual Development
Cost requires that the Housing Authority is responsible for promptly notifying the
Area Office when all development activities are completed and the Housing Authority
has made payment for all obligations incurred in the development of a public housing
project. A part of the required HUD submission for close out is to provide a copy of
--an Independent Public Accountant audit.
The Certified Public Accountancy firm of Harn and Rowe had completed their
audit of the Actual Development Cost Certificate and related Development Cost
Budget/Cost Statement of CA011015. The audit report states that the Actual
Development Cost Certificate and statement present fairly the development cost for
Project Number Project Number CA011015 in conformity with the requirements of the
Department of Housing and Urban Development.
At its Regular Meeting on Monday, September 19, 1988, the Advisory Housing
Commission voted to recommend acceptance of the audit report of Actual Development
Cost Certificate for CA011015 completed by Harn and Rowe.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the Actual Development
Cost Certificate audit for CA011015, the development costs for CA011015 could be
overstated on any ACC amendment required by HUD and the Housing Authority would fail
to meet HUD requirements for close out of the development phase of ElAer Winds.
