Rainey, Sheriff-Coroner C t a Costa DATE: June 29, 1988 County SUBJECT: Standards and Training Program Pertaining to Public Safety Dispatchers Employed by the Sheriff' s Department SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION Approve of the participation in the State of California Specialized Law Enforcement Certificate Program for the purpose of maintaining and improving high standards for the selection and training of specialized dispatchers employed by the Sheriff in accordance with the.California Commission on Peace Officer Standards and Training requirements. FINANCIAL IMPACT There is no detrimental impact on the County in executing the contract. All training costs for Public Safety Dispatchers will be reimbursed by the State. REASONS FOR RECOMMENDATION The Sheriff wishes to participate in the State of California Specialized Law Enforcement Certificate Program in order to maintain the current professional standard of his Public Safety Dispatchers. Through this participation, the Sheriff will be able to ensure that the proper training is provided through the reimbursement program set up by the State. BACKGROUND In compliance to Penal Code Section 13510(c) , as added by Chapter 971 of 1987, the Commission on Peace Officer Standards and Training is required to adopt rules. establish- ing minimum selection and training standards for Public Safety Dispatchers having a responsibility for providing dispatch services for prescribed law enforcement agencies. These agencies wishing to receive POST reimbursement for approved training expenditures of eligible Public Safety Dispatchers must agree to adhere to the POST standards through an ordinance or resolution.. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this ordinance will result in the Sheriff's Department being unable to provide proper recruiting and training of the Public Safety Dispatchers thus pre- venting the Sheriff from providing the proper service to the citizens of Contra Costa County.
