SUBJECT: Accept Federal Aviation Administration (FAA) Grant in the
Amount of $2,673,402 (AIP Project No. 3-06-0008-02) for
New East County Airport Land Acquisition
Specific Request(s) or Recommendation(s) & Background &
Justification
I . RECOMMENDATION
APPROVE and AUTHORIZE the Chairman of the Board of Supervisors
to sign a Statement of Acceptance of said Grant Offer
(entitled Part II - Acceptance) on behalf of Contra Costa
County; and
AUTHORIZE AND DIRECT the Clerk of the Board to attest the
signature of the Chairman and to impress the official seal of
Contra Costa County on the aforesaid Statement of Acceptance;
and
AUTHORIZE AND DIRECT County Counsel to sign a Certificate of
Sponsor's Attorney (entitled CERTIFICATE OF SPONSOR'S
ATTORNEY) which certifies that the acceptance complies with
all applicable laws and constitutes a legal and binding
obligation.

II . FINANCIAL IMPACT
The total cost of the project is $2,970,447 . Ten percent ( 10%)
of the project, in the amount of $297,045 is the responsibility
of Contra Costa County and will be paid out of the Airport
Enterprise Fund utilizing a loan from the State of California
Department of Transportation (Caltrans) Matching Loan Program.
III . REASONS FOR RECOMMENDATION/BACKGROUND
On June 3, 1986, the Board of Supervisors authorized a pre-
application in the amount of $7,020,000 to the Federal Aviation
Administration for grants for the new east county airport.
This is a part of that project.
Under this project, it is anticipated that we will acquire
eight parcels amounting to approximately 844 acres of the total
fee acquisition acreage of 1268 acres .
Phase II of the acquisition project will begin by approximately
January 1989 . All remaining land and land-use easements will
be acquired in Phase II and is expected to be complete by
August 1989 .
It is anticipated that we will begin construction on the new
portion of the airport in the Spring of 1990. In the interim,
the County will operate the existing Byron Airpark as it
currently exists . We anticipate only minimal improvements to
the existing facilities to maintain them in a safe manner until
such time as the new portion of the airport is developed.
