Spooner , Contracts AdministratorOte �J11` Costa DATE: September 14, 1988 County SUBJECT: Approval of Standard Agreement #29-203-34 witState Department of Health Services (State #88-94229 ) for the Women, Infants and Children Supplemental Food Program (WIC) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement X629-203-34 (State #88-94229 ) with the State Department of Health Services in the amount of $371 ,624 for the period October 1 , 1988 - September 30 , 1989 for the Supplemental Food Program for Women , Infants and Children (WIC) . II . FINANCIAL IMPACT : Approval of this agreement by the State will result in $371 , 624 of State funding for this program. Sources of funding are : State Department of Health Services (Federal Funds) : $371 , 624 County In-Kind : 36 ,086 Total Program $407 , 710 County ' s share of cost is included in the FY 1988-89 Budget . State funding for this program last fiscal year was $357 ,691 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: For over twelve years the County has participated in the WIC Program with the State . This is a mandated program under the Community Health Services Division of the State Department of Health Services . On June 21 , 1988 the Board approved submission of Funding Application #29-203-33 to the State for continuation of the Supplemental Food Program for Women, Infants and Children through September 30 , 1989 . This standard agreement is the result of that funding application. This program serves 5 ,330 pregnant women , breastfeeding women, infants and high-risk nutrition problem children to age five with nutrition education and food vouchers worth up to $60 each month . This program coordinates with Maternal and Child Health and Public Health nursing for referrals and information. Until 1986 the program funds covered expenses . With the comparable worth increases , the County has had to cover operating expenses , but salary savings have covered one-third to one-half of the County expenses . The Board Chairman should sign eight copies of the contract , seven of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services .
