MICHAEL WALFORD, CHIEF ENGINEER DATE: September 27, 1988 SUBJECT: AMENDMENT TO COOPERATIVE AGREEMENT WITH CONTRA COSTA WATER DISTRICT FOR STREAM GAGING AND PRECIPITATION DATA - Project No. 7505-6F8154 Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION APPROVE the Amendment to the Cooperative Agreement, dated October 1, 1986 with the Contra Costa Water District, to continue to September 30, 1991 the collection of rain and stream gauge data and AUTHORIZE Chief Engineer to execute Amendment. II. FINANCIAL IMPACT The total cost of the data collection program for the three year period, October 1, 1988 to September 30, 1991, is as follows: Period Cost Oct. 1, 1988 - Sept. 30, 1989 $13, 000 Oct. 1, 1989 - Sept. 30, 1990 $16, 000 Oct. 1, 1990 - Sept. 30, 1991 $17, 000 TOTAL $46,000 The Amendment provides for the Contra Costa Water District to make full payment for each period at the beginning of each period. III. The Flood Control District benefits by having the data for use in our Kellogg Creek detention basin study and in our data base for the Countywide hydrology system. Contra Costa Water District benefits by having the data for the design and construction of Los Vaqueros reservoir. IV. CONSEQUENCES OF NEGATIVE ACTION Loss of opportunity to continue a mutually beneficial data collection program as well as the loss of a cooperative effort by two public agencies. The Contra Costa Water District would further be affected by having to hire an outside engineering firm at a considerable increase of cost to the Water District. MW:dmw USGS27.t9
