DATE: November 8, 1983 County SUBJECT: CONTRA COSTA COUNTY'S APPLICATION TO THE STATE OF CALIFORNIA FOR COUNTY JAIL CAPITAL EXPENDITURE FUNDS (PROPOSITION 2) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION Recommendations: 1. Approve the Application for Proposition 2 funds, including the needs assessment, for submission to the State Board of Corrections by November 18, 1983 and authorize the Chairman to execute the Application on behalf of the Board. 2. Approve submitting the Application with the following assurances required by State guidelines: a. The County is using its full allowable property tax rate. b. The County has attempted to attract other funds for this project. C. The County has no contingency or reserve funds available that could reasonably be used to reduce the amount of funds requested from the State. d. The County has exhausted all other resources, thus necessitating this request for State assistance. e. The County agrees to appropriate matching funds if awarded State funding for the project, pursuant to the terms of the contract agreed to by both the State and the County. Background: Mr. O'Malley, District Attorney and Chairman of the Correctional Facility Planning Task Force, summarized the October 31, 1983 report to the Board of Supervisors recommending approval of the Proposition 2 Application. Mr. O'Malley reviewed the work of the Task Force and summarized its recommendations (listed above) to the Board concerning approval of the Application and authorization of its submission to the State Board of Corrections by November 18. Mr. O'Malley also reported to the Board on the Task Force's work in developing interim programmatic solutions to the overcrowding problem in County facilities, particularly the expansion of the Sheriff's Work Alternatives Program and County Parole, and the imminent Probation Department Home Detention Program. Mr. O'Malley stated that despite the continued emphasis on alternatives to incarceration, research of the Task Force indicates that this County will require the new facility being proposed in the Application.
