SUBJECT: Appeal by George Aweeka (Applicant and Owner) of Land Use Permit
#2050-87, for approval of a caretaker ' s mobile home located on a 1 . 64
acre parcel fronting 100 ' on the east side of Driftwood Road
approximately 700 feet north of Pacifica Avenue, in the West Pittsburg
area.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept environmental documentation as being adequate.
2. Grant appeal for temporary mobile home to care for aging
family members, together with- revised Conditions of' Approval
(attached) .
BACKGROUND/REASONS FOR RECOMMENDATIONS
Application 2050-87 was originally an application for a caretaker
mobile home under Section 84-68. 806 of the County Zoning Ordinance.
The application was denied by the County Zoning Administrator and
denied once again on appeal to the East County Regional Planning
Commission. Neither were able to find that the application met the
intent of the County Zoning Ordinance.
Further consultation with the applicant has enabled staff to
determine that the applicant ' s true need (and that of his wife) is
to have family member caregivers on site, due to their advanced
age. Hence the recommendation to grant appeal for revised request
under Section 84-68 . 804 of the County Zoning Ordinance, gether
with revised Conditions of Approval.

Karl Wandry, Community Development Department, commented on the
nature and history of the appeal and advised that staff was
recommending that the Board of Supervisors grant the appeal, approve
the project for a caretaker mobile home and that that is consistent
with the County Ordinance and the findings are made accordingly; and
that on condition number two the restriction in terms of the square
footage of the mobile home be removed. He requested that the Board
accept the environmental documentation as being adequate for the
project and grant the appeal for a temporary mobile home for the
member of the family.
The following person appeared to speak:
Mrs. John Wolfe, 241 Driftwood Drive, Pittsburg, commented on
various concerns including the utilities, the location of the mobile
home, and the unsightliness of the property and requested that the
Land Use Permit not be granted at this time.
The public hearing was closed.

Supervisor Torlakson commented on two issues involved here, and
indicated that he was willing to meet with Mr. Aweeka and the
neighbors to set out a schedule to resolve the issue of the
accumulation of vehicles, parts and other materials on the property
which he indicated were unsightly; and he indicated that the other
issue is the establishment of a mobile home as a second residence and
he suggested that in reviewing that request he felt it was appropriate
and that with the condition that staff has recommended that that
should go forward. He moved the recommendation that staff presented
and asked for direction to meet with the property owners to enforce
other cleanup of the property separate from this action.
IT IS BY THE BOARD ORDERED that recommendations 1 and 2 are
APPROVED; and Supervisor Torlakson is DIRECTED to meet with Mr. Aweeka
and property owners to resolve the issue of the clean-up of the
property.

CONDITIONS OF APPROVAL FOR 2050=87
1. This application for a temporary mobilehome for inhabitance by family
caregiver is approved for two years from the effective date of this permit.
The Zoning Administrator may grant an additional two years to the term of
this permit upon written request from the applicant and a finding that the
conditions have not substantially changed.
2. The mobilehome shall be installed on a temporary foundation only.
3. The mobilehome shall be removed from the premises when the need for an
on-site family caregiver no longer exists.
4. The permit is granted to George Aweeka only and is. not transferable.
5. Occupants shall be related to the . owner within the third degree of
consanguinity.
6. Comply with drainage, road improvement, traffic and utility requirements as
follows:
A. In accordance with Section 82-2.014 of the County Ordinance Code, this
development shall conform to the requirements of Division 914 (Drain-
age) of the Subdivision Ordinance, unless exceptions are specifically
granted.
B. The following exception to Division 914 is permitted for this project:
Section 914-2.006, "Surface Water Flowing from Subdivision", provided
the applicant maintains the existing drainage pattern and does not
dispose concentrated storm waters onto adjacent properties.
C. Install all new utility distribution services underground.
D. Comply with the requirements of the Bridge/Thoroughfare Fee Ordinance
for the West Pittsburg Area of Benefit as adopted by the Board of Su-
pervisors.
Payment of the required West Pittsburg Area of Benefit fee may be
postponed to the time of first renewal of this permit provided that
the use permit allowing the mobile home has conditions requiring its
renewal at three years, and requires the removal of the mobile home
from the property when circumstances change and no longer justify the
existence of the mobile home.
E. Comply with the requirements of the Bridge/Thoroughfare Fee Ordinance
for the East/Central County Travel Corridor Area of Benefit as adopted
by the Board of Supervisors.
Payment of the required East/Central County Travel Corridor Area of
Benefit fee may be postponed to the time of first .renewal of this per-
mit provided that the use permit allowing the mobile home has

conditions requiring its renewal at three years, and requires the
removal of the mobile home from the property when circumstances change
and no longer justify the existence of the mobile home.
F. Obtain an encroachment permit from the Public Works Department, Engi-
neering Services Division, for construction of driveways or other im-
provements within the right of way of Driftwood Drive.
G. Comply with the drainage fee requirements for Drainage Area 48C as
adopted by the Board of Supervisors. This drainage fee will be waived
provided that the application is for a temporary mobile home and if
all of the following conditions exist:
1) No appreciable increase in "permanent" impervious surfaces
(driveways, sidewalks, patios, etc. ) results from the placement
of the mobile home on the property.
2) The mobile home is not placed on permanent foundations.
3) The use permit allowing the mobile home has conditions requiring
its renewal at least every three years, and requires the removal
of the mobile home from the property when circumstances change
and no longer justify the existence of the mobile home.
The following statements are included to advise the applicant of the
requirements at other County Departments.
A. Comply with the requirements of the Health Services Department.
B. Comply with the requirements of the Building Inspection Department.
