HomeMy WebLinkAboutMINUTES - 09201988 - S.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on September 20 , 1988 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None S UBJECT: Marsh Creek Sewage Treatment Project Supervisor Tom Torlakson gave an oral report to the Board on the matter of the Marsh Creek Detention Center sewage treatment project. He noted that there are many issues that need to be resolved relative to proximity to adjoining residences, the question of potential. odor problems, and the feasibility of using some other type of system. Supervisor Torlakson commented on the need for more community involvement in the planning of a project of this nature. John Sokol, 3255 Aspara Drive, Clayton, representing the Marsh Creek/Morgan Territory property owners, noted that three options were originally submitted by the engineer and the County chose to go with the plan least acceptable to the residents of the area. He questioned whether any environmental or public health studies had been done on the project. He stated that the residents of the area are united in their opposition to an aboveground system, and requested that the Board endorse their position. Joe Pattison, Aspara. Drive, Clayton, stated that his property is 300 yards from the area where the proposed ponds would be located. He expressed concern about the flooding problems in the area and the potential.. for disaster with the open pond system. Dorothy Labotta, Clayton, commented on the expense involved with the proposed system, and. expressed concern about the potential mosquito problem caused by the ponds. Evie Ginochio, Clayton, expressed concern about the impact the proposed treatment plant would have on property values in the area. Greg Winslow, manager of an engineering firm, stated that although the project was supposed to be an emergency repair, the actual proposal is a complete new system. He expressed concern about the long-term costs involved. Boardmembers agreed that the concerns of the residents were valid, and noted that Supervisor Torlakson is working closely with the Sheriff ' s Department and the community to resolve the issues.
