SPECIFIC REQUESTS) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize a`.General Plan review, as requested by Erickson, Inc. for
an approximately nine I acre parcel located at Parr Blvd. . and
Goodrich Road. The amendment area, may be enlarged by staff to -
create ..a more logical, planning. boundary.
By authorizing the review`, staff will proceed by preparing a report
which will be ,:scheduled - for public hearing:.- before the County
Planning.• Commission. Following this, the Commission will forward
its recommendation. to .'the. Board of Supervisors for public hearing
and final determination; An Environmental Impact Report will, be
required for this -project.'. . . .

Erickson Inc. proposes to build a hazardous waste
treatment/transfer facility on their parcel. The siting
criteria in the County's Draft Hazardous Waste Management Plan
requires that a facility of this type be located in areas
designated Heavy Industrial (Industrial) on the County General
Plan. Additionally, a land use permit is required under the
County' s hazardous waste ordinance.
Since this project will require other County entitlements and
an EIR, for this project toproceed, the general plan issue
needs to be resolved concurrently.
The Board of Supervisors has already authorized a joint
general plan study for the North Richmond area in concert with
the City of Richmond. These two efforts will need to be
coordinated, but separate authorization of this. proposal is
desirable given the controversial nature of this type of
facility and the uncertain timing of completion of the
community wide effort. It should be noted the project is in
the North Richmond redevelopment area.
