SUBJECT: Oakley Travel Demand/Traffic Engineering Model
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Amend contract with Barton-Aschman Associates, Inc. to incorporate
revised scope of services for the Oakley Travel Demand/Traffic
Engineering. Model .
FINANCIAL IMPACT:
The cost of the revised scope of services is $6,000 below the current
authorization limit of $70,000. This work is funded by the Oakley
Area of Benefit.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On February 23, 1988, the Board of Supervisors approved a contract
with Barton-Aschman Associates, Inc. , to develop the Oakley Travel
Demand/Traffic Engineering Model . Changes are proposed to this
contract which include:
1. deleting Phase I of the contract providing a regional impact
analysis, and incorporating the work products into an optional
traffic study task;
2. revising computer hardware requirements;
3. funding the collection of traffic counts; and
4. revising the contract's payment provisions to recognize the new
work products and schedule.
All revisions have been incorporated into a new work scope (see
Exhibit A) to replace the original work scope.

REASONS FOR RECOMMENDATION/BACKGROUND (cnt'd)
The cost of the optional traffic study is not included in the
contract revision. This optional task, if initiated, would be
financed by developers and would require a separate action by the
Board of Supervisors to increase the contract's authorization limit
before work could proceed.
The recommended action is needed to- comply -with the Oakley General
Plan lawsuit settlement. The above recommendation will also maintain
consistency with the work underway with the General Plan Review.
