SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve rezoning application 2796-RZ, C.L. Associates
(Applicant) , Dortha Lindsay (Owner) , to' rezone 7. 5 acres from
Light Agricultural District (A-1) to Planned Unit District .
(P-1) , as recommended by the County Planning Commission on
July 12, 1988.
2. Approve Development Plan Application #3013-88 with conditions
attached to Resolution #44-1988. (Exhibit A attached)
3. Approve the tentative map for Subdivision #7113 as recommended
by the County Planning Commission. (Exhibit A attached)
4. Adopt the County Planning Commission' s findings as set forth
in its Resolution No. 44-1988 , as the basis for your Board' s
decision.
5. Accept the environmental review documentation as being
adequate.
6. Introduce the ordinance giving effect to the rezoning; waive
reading and set date for adoption of same.

This being the time heretofore noticed by the Clerk of the Board of Supervisors
fog' .hearing on the above matter, the public hearing was opened and no one
appearing in opposition, the public hearing was closed. On recommendation of
S.iipervisor Fanden, IT IS BY THE BOARD ORDERED that recommendations 1; 2, 3 ,
_4, 5 , and 6 are APPROVED; and as in recommendation 6, Ordinance No. 88-71 is
INTRODUCED, reading waived and September 27, 1988 is set for adoption of same.

CONDITIONS OF APPROVAL FOR DEVELOPMENT PLAN 3013-88 AND SUBDIVISION 7113
1. This approval is based upon the development plans and Tentative map submit-
ted with the application dated received April 12, 1988.
2. Prior to filing the Final Subdivision Map, revised plans shall be submitted
for review and approval. by the Zoning Administrator and the Public Works
Department establishing a roadway easement which wil.1 allow the extension
of the street, shown between Lots 7 and 8, to- the adjacent-,parcels to the
north and west.
3. A stairway or walkway ramp shall be provided at the rearyard embankment of
each of the lots 3 through 7 .within the P. G. & E right of way to be indi-
cated on plans with the final map and grading plans, and shall be subject
to review and approval by the Zoning Administrator.
4. The guide, for development and use provisionsi. shall be the Single Family
Residential. District R-6.
5. Prior to issuance of building permits, an over plan providing for build-
ing location 'for all lots with setback dimensions shall be submitted for
review and approval by. the Zoning Administrator.
6. Should archaeological materials be uncovered during grading, trenching . or
other on-site excavation(s) , earthwork within' 30 yards of these materials
shall be stopped until a professional archaeologist who is certified by the
Society for California Archaeology (SCA) and/or the Society of Professional
Archaeology (SOPA), has had an opportunity to evaluate the signi ficance, of
the find and suggest appropriate mitigation(s),, if deemed necessary.
7. Prior to recording a Final map, issuance of Building Department permits,
construction of improvements or installation of' underground utility lines,
submit a _ preliminary geology, a soil and foundation report in accordance
with Subdivision Ordinance Section 94-4.420. Improvement, grading, uti'li-
ty, and building plans shall implement the report recommendations. Record
a statement to run with property deeds acknowledging the report by title,'
author firm, and date.
8. All residences will provide for a address visible from :the street, which
may require illumination.
9. Prior to filing a Final Subdivision map, street names shall be subject' to
the review and approval - of the Community ,Development Department. The
access road to the site shall be named Forsythia Way. to match the name, of
the existing street on the same alignment.
10. Comply with drainage, road improvement, traffic and utility requirements as
follows.:
A. In accordance. with Section 92-2.006 of the County Ordinance Code, 'this
subdivision shall conform to the provisions of the County Subdivision
ordinance (Title 9) . Any exceptions. therefrom must be, specifically
listed in this conditional approval statement:

B. Convey to the County, by Offer of Dedication,-,10 feet of additional
right of way on Midway Drive as required for the planned future width
of 60 feet.
C. All interior subdivision streets shall be dedicated'to the County and
constructed to County public road standards.
D. Prevent storm drainage, originating on the property and conveyed in a
concentrated manner, from draining across the sidewalks and driveways.
E. Furnish proof to the Public Works Department; Engineering Services
Division, of the acquisition of all necessary rights of entry, permits
and/or easements for the construction of off-site, temporary or perma-
nent, road and drainage improvements.
F. Comply with the requirements of the Bridge/Thoroughfare Fee Ordinance
for the Countywide Area of Benefit as adopted by the Board of Supervi-
sors..
The following statements are, NOT Conditions of Approval-; however, the applicant
should be aware of these requirements prior to filing the Final map or attempt-
ing to secure building permits.
