SUBJECT: PARTNERSHIP OFFICE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION That the Board AUTHORIZE the Director, Contra Costa County Private Industry Council, to submit seven (7) concept papers to the State Job Training Partnership Office (JTPO) for possible funding under the Governor's 6% Job Training Partnership Act (JTPA) Discretionary Funds. BACKGROUND On October 3, 1983, the Contra Costa County Private Industry Council received a "Request For Concept Papers' from the State Job Training Partnership Office (JTPO) for possible funding under the Governor's 6% Job Training Partnership Act (JTPO) Discretionary Funds. Concept papers are being accepted in the following areas: Technical Assistance ($1.8 million available); Integration and Coordination of Services ($1.25 million available); and Training and Services for Hard-to-Serve Groups ($4 million available). At its meeting of October 17, the Private Industry Council (PIC) of Contra Costa County authorized the PIC Chair to sign seven concept papers for submission to State JTPO. These concept papers are due in the JTPO in Sacramento by November 14, 1983. Duration of projects, if funded by JTPO, would be approximately December 1983 - June 30, 1984. Concept papers to be submitted include: 1) "Technical Assistance" - to develop Contra Costa SDA as a node in a regional MIS system (approximately $125,000). 2) "Integration and Coordination of Services" - a) to provide planning/initial implementation of a training resource center (approximately $37,000); and b) planning/implementation of a small business assistance center (approximately $60,000).
