SUBJECT: PARTNERSHIP OFFICE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
That the Board AUTHORIZE the Director, Contra Costa County
Private Industry Council, to submit seven (7) concept papers to
the State Job Training Partnership Office (JTPO) for possible
funding under the Governor's 6% Job Training Partnership Act
(JTPA) Discretionary Funds.
BACKGROUND
On October 3, 1983, the Contra Costa County Private Industry
Council received a "Request For Concept Papers' from the State
Job Training Partnership Office (JTPO) for possible funding under
the Governor's 6% Job Training Partnership Act (JTPO)
Discretionary Funds. Concept papers are being accepted in the
following areas: Technical Assistance ($1.8 million available);
Integration and Coordination of Services ($1.25 million
available); and Training and Services for Hard-to-Serve Groups
($4 million available).
At its meeting of October 17, the Private Industry Council (PIC)
of Contra Costa County authorized the PIC Chair to sign seven
concept papers for submission to State JTPO. These concept
papers are due in the JTPO in Sacramento by November 14, 1983.
Duration of projects, if funded by JTPO, would be approximately
December 1983 - June 30, 1984. Concept papers to be submitted
include:
1) "Technical Assistance" - to develop Contra Costa SDA as a
node in a regional MIS system (approximately $125,000).
2) "Integration and Coordination of Services" -
a) to provide planning/initial implementation of a
training resource center (approximately $37,000); and
b) planning/implementation of a small business assistance
center (approximately $60,000).

3) "Training and Services for Hard-to-Serve Groups" -
a) work experience for 10 participants in landscape and
park maintenance in east County for offenders,
handicapped, older workers and public assistance
recipients (approximately $125,000);
b) comprehensive vocational program for 200 special
education students (approximately $218,000);
c) work experience to enhance/develop construction skills
for 25 participants from farm worker youth, rural
youth, ex-offenders, veterans and public assistance
recipients (approximately $145,000);
d) six month program of try-out employment for 70 hard-to-
serve youth (handicapped, offenders, single parents)
(approximately $159,000).
