WORKER PLAN TO STATE JOB TRAINING PARTNERSHIP OFFICE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) 8: BACKGROUND AND JUSTIFICATION

That the Board AUTHORIZE the Chairman to execute and submit the
1983-1984 JTPA Title III Dislocated Worker Plan in the amount of I
$270,000 to the State Job Training Partnership Office (JTPO) to
provide training and training-related services to an estimated

three hundred (300) dislocated workers within the County's Service
Delivery Area (SDA) during the period beginning December 1, 1983
and ending June 30, 1984.
BACKGROUND
On October 3, 1983 the Contra Costa County Private Industry
Council received notification from the State Job Training
Partnership Office that the JTPA Title III/Dislocated Worker Plan
must be submitted by November 10, 1983. The State Job Training
Coordinating Council is making available $13.5 million in Title
III funds; the County's request for $270,000 is based on the
estimation that five (5) percent of the State's Unemployment
Insurance exhaustees reside within the County.
The Private Industry Council (PIC) of Contra Costa County
authorized the PIC Chair to execute the 1983-1984 JTPA Title III
Dislocated Worker Plan at its meeting of October 17, 1983.
Receipt of $270,000 in Title III funds will facilitate expansion
of the dislocated worker plan currently being implemented with a
grant of $200,000 in Emergency Jobs Bill funds made available
under the Job Training Partnership Act for the period beginning
September 26, 1983 and ending September 25, 1984. The additional
JTPA funds being requested will enable the Contra Costa County
Private Industry Council to increase the number of dislocated
workers served from 400 to 700, permit full-time job development
assistance; facilitate the establishment of a Worker Assistance
Center satellite service in east county and, possibly west county;
and allow an expansion of the types of supportive services which
can be made available to dislocated workers.
