RECOMMENDED ACTION: Authorize the Executive Director of the Housing Authority of the County of Contra Costa to submit a $160,000 Commmunity Development Block Grant (CDBG) funding application for 1989-90 to continue the Rental Rehabilitation and Second Unit Programs; and to execute all forms necessary in this endeavor, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $160,000 being requested in a CDBG application is necessary to cover the administration and to leverage the implementation costs of the Rental Rehabilitation and Second Unit Programs, The Department of Housing and Urban Development (HUD) Rehabilitation Program has approved an allocation of $212,000, but there is only a 10% allowance to cover administrative costs. Without the $160,000 in CDBG funding, the continuation of these established, successful programs would be jeopardized. The Housing Authority will provide matching funds of $40,000 through either the operating budget for 1989/90 or the Local Management Fund. It is estimated that the investment of $160,000 in CDBG funds for 1989/90 and $40,000 in Housing Authority funds will yield $744,000 in rehabilitation and second unit program activity. III. REASONS FOR RECOMMENDATION/BACKGROUND: In the past four years the Housing Authority has been successful in obtaining funding from the Contra Costa County Community Development Block Grant (CDBG) Progam to develop and implement countywide Rental Rehabilitation and Second Unit Programs. Continued CDBG fundfng is vital as it provides a program base from which federal , state and other funding .sources are leveraged. To date, the Rental Rehabilitation Program has committed $1,017,964 in funds which has generated $1,785,868 of rehabilitation activity. The average cost of rehabilitation per unit has been $9,008. This program has expanded the supply of affordable rental housing units available for low income families in Contra Costa County. The Second Unit Program is jointly sponsored by the County Community Development Department and the Housing Authority. At the present time, staff has completed four units and is processing six applications for the Second Unit Program. At its Regular Meeting on August 15, 1988 the Advisory Housing Commission removed to recommend approval of a $160,000 CDBG funding application for 1989/90to continue the Rental Rehabilitation and Second Unit Programs. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners fail to respond positively to this request to submit an application for $160,000 in Community Development Block Grant Program funds, the Rental Rehabilitation and Second Unit (DUO) Programs would be severely jeopardized and funding would not be available to administer the Programs. Additionally, the Board of Commissioners would be adopting a posture contrary to", its position of providing decent, safe and sanitary housing for low-income families.
