SUBJECT: AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR THE
INSTALLATION OF SECURITY/PRIVACY FENCING AT
CA011002, LOS MEDANOS, WEST PITTSBURG
I . RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $172,000 Community Development Block Grant (CDBG) funding
application for 1989/90 to complement the Housing Authority's Comprehensive
Improvement Assistance Program (CIAP) , as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
A total of $3,769,295 is needed to implement the Housing Authority's CIAP
program. An application would be submitted to the CDBG program requesting 5% of! this
total , or $172,000. The Housing Authority has been invited by HUD to submit a Final
Application in the amount of $1,443,440 for modernization funding which will include
making a number of physical improvements at CA011002, Los Medanos, West Pittsburg.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
One of the primary goals of the Housing Authority is to modernize all of its
1140 public housing units which are located throughout the County,'. The principal
funding resource used to accomplish this goal has been the HUD Comprehensive
Improvement Assistance Program (CIAP) .
In the past five years, the Housing Authority has been successful in obtailning
over $17,000,000 in CIAP funds to modernize the Las Deltas housing development in
North Richmond, Bayo Vista in Rodeo, begin Phase I and Phase II at El Pueblo in
Pittsburg, and accomplish some scattered emergency work projects in other housing
developments.
One of the Housing Authority's proposed physical. improvements which was not
approved for 1988 CIAP funding by HUD was the construction of security/privacy
fencing for each of the 86 apartments at CA011002, Los Medanos. ,Each of the
previously approved CIAP funding packages had included security/privacy fencing 'for
Pittsburg, Rodeo and North Richmond. The installation of security/privacy fencing is

It would add immeasurably to the security, privacy and safety of the residents who
live in the public housing development in West Pittsburg.
At its Regular Meeting on August 15, 1988 the Advisory Housing Commission ,
recommended that the Housing Authority submit an application to the County's
Community Development Block Grant (CDBG) Program requesting $172,000 to install the
security/privacy fencing at CA011002, Los Medanos, West Pittsburg.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve submission of an
application for $172,000 in Community Development Block Grant Program funds, the,
physical improvements at CA011002, Los Medanos, West Pittsburg, would lack the
essential elements of security, privacy and safety to the tenants living in this.
housing development. Neglect of this security/privacy factor, could endanger the
safety of the residents requiring the Housing Authority to contract with a private
security firm, which would cause a considerable cost increase an& additional funding
difficulties.
