RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit a $150,000 Community Development Block Grant (CDBG) funding application for 1989/90 to enable the Housing Authority to remodel and expand the existing Field House facility at CA011010, Bayo Vista, Rodeo, for use by the Rodeo-Crockett Boys/Girls Club, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: A total of $200,000 is needed to enable the Housing Authority to remodel and construct an addition to the Field House facility at the Bayo Vista public housing development in Rodeo. An application would be submitted to the CDBG program requesting 75% of this total , or $150,000. Of the remaining $50,000, the Housing Authority would provide $25,000 from the 1989/90 operating budget and/or the Local Management Fund. The Rodeo-Crockett Boys/Girls Club would also provide $25,000 ' through fund raising and grants. III. REASONS FOR�RECOMMENDATION/BACKGROUND: The Rodeo-Crockett Boys/Girls Club is currently operating its program at Bayo Vista. The summer program has been very successful . The Boys/Girls Club uses the Bayo Vista Field House for indoor activities. Unfortunately, .the Field House is too small to accommodate many children. This will be a serious problem during the winter months when inclement weather will curtail outdoor recreational activities and will force programming to be indoors. In cooperation with the Rodeo-Crockett Boys/Girls Club, the Housing Authority proposes to submit a joint proposal to the CDBG program to secure funding to expand the Field House to provide additional indoor space for Boys/Girls Club activities which will benefit the youth of Bayo Vista, as well as the surrounding community. The proposed improvements consist of the remodeling of the existing Field House and the construction of an additional 2,000 square feet of space adjacent to the Field House. Its aim is to help these young people improve their lives by building self-esteem and developing values and skills during critical periods of growth. At its Regular Meeting on August 15, 1988 the Advisory Housing Commission recommended that the Housing Authority submit an application to the County's Community Development Block Grant (CDBG) Program requesting 75% matching funds to enable the Housing Authority to remodel and expand the existing Field House facility at CA011010, Bayo Vista, Rodeo, for use by the Rodeo-Crockett Boys/Girls Club. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve submission of an application .for $150,000 in Community Development Block Grant Program funds, the Housing Authority would be unable to remodel and expand the Field?lHouse at its Bayo Vista public housing development in Rodeo for use by the Rodeo-Crockett Boys/Girls Club, and this important program would be unavailable to the low-'income community in Rodeo.
