MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: September 13, 1988- SUBJECT: Accept Federal Aviation Administration (FAA) Grant for $300,000 - AIP Project No. 3-06-0050-06 for Buchanan Field Airport Improvements Specific Request(s) or Recommendations) & Background & Justification I . RECOMMENDATION APPROVE and AUTHORIZE the Chairman of the Board of Supervisors to sign a Statement of Acceptance of said Grant Offer (entitled Part II - Acceptance) on behalf of Contra Costa County; and AUTHORIZE AND DIRECT the Clerk of the Board to attest the signature of the Chairman and to impress the official seal of Contra Costa County on the aforesaid Statement of Acceptance; and AUTHORIZE AND DIRECT County Counsel to sign a Certificate of Sponsor's Attorney (entitled CERTIFICATE OF SPONSOR'S ATTORNEY) which certifies that the acceptance complies with all applicable laws and constitutes a legal and binding obligation. II . FINANCIAL IMPACT The total cost of the project is $300,000 . Ten percent (10%) of the project ($30,000) is the responsibility of Contra Costa County and will be paid out of the Airport Enterprise account using a loan from the State of California Department of Transportation (Caltrans ) Matching Loan Program. REASONS FOR RECOMMENDATION/BACKGROUND The Board was advised by the Public Works Director of a Grant Offer from the FAA for airport improvements (Project 3-06-0050- 06 ) including: A. Replace medium intensity runway lighting on Runway 1L-19R with high intensity runway lighting; B. Install medium intensity taxiway lighting on Taxiways . B and C; C. Install taxiway sign system including mandatory instruction signs and information signs; D. Rehabilitate, upgrade and replace valut equipmment and. vault; E. Install engine generator; and F. Install approximately nine (9 ) apron lighting fixtures . This grant is a partial grant for the entire project. The total project is estimated to be $690,000 of which the FAA will participate in $621, 000. The second portion of the grant is anticipated to be received in the 1988-89 Federal Fiscal Year. On September . 24, 1987, the project was found to be categorically exempt under CEQA.
