SUBJECT; p p arg Approval of Standard Agreement 429-446-3 with e State Department of Mental Health ( State 88-79111 ) for a Joint Primary Intervention Program with San Ramon Valley Unified School District SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: A. Approve and authorize the Chairman to execute on behalf of the County, the . Statement of Compliance and Standard Agreement 029-446-3 with the State Department of Mental Health in the amount of $14 , 162 . 97 for the period July 1 , 1988 - June 30 , 1989 for grant monies from the State ' s Mental Health Primary Prevention Fund to continue a Primary Intervention Program at Bollinger Canyon Elementary School as a joint project with San Ramon Valley Unified School District . This contract is for third-year funding of an expected three-year project . B. Authorize the Health Services Director or his designee to negotiate a Novation Contract with the San Ramon Valley Unified School District for the period from July 1 , 1988 , through June 30 , 1989 , to carry out said Primary Intervention Program at Bollinger Canyon Elementary School . II . FINANCIAL IMPACT : Approval of this agreement by the State will result. in $14 , 162 .97 of State funding for a joint project with San Ramon Valley Unified School District to continue a Primary Intervention Program. Sources of funding are as follows : $14 , 162 .97 State Department of Mental Health 14 , 072 .91 San Ramon Valley Unified School District 11 , 508 .82 County Mental Health In-Kind Share $39 ,744 . 70 Total Program Amount This contract for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district for the Bollinger Canyon program. No new monies are required . No new County revenue will be generated by this grant as grant monies received will flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District and to cover project operating expenses . This Project received $ 14 , 162. 97 of funding from the State for last fiscal year . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : In 1985 the Legislature enacted AB 1934 (Bates ) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstra- tion Primary Intervention Programs . On September 1 , 1987 the Board approved Contract #29-446-2 with the State Department of Mental Health for a joint project with San Ramon Valley Unified School District for a Primary Intervention Program at Bollinger Canyon Elementary School . Standard Agreement #29-446-3 provides continued funding for this project by the State . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) . The Board Chairman should sign ten copies of the contract , nine of which should then be returned to the Contracts and Grants Unit for submission to State Department of Mental Health. DG :gm
