Spooner , Contracts Administrator Cwt ra Costa DATE: September 1, 1988 Courcy SUBJECT: Approval of Standard Agreement 429-445-3 with the State �/ Department of Mental Health ( State 88-79113) fora Joint Primary Intervention Program (PIP) with Richmond Unified School District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : A. Approve and authorize the Chairman to execute on behalf of the County, the Statement of Compliance and Standard Agreement 429-445-3 with the State Department of Mental Health in the amount of $21 , 786 for the period July 1 , 1988 June 30, 1989 for grant monies from the State ' s Mental Health Primary Prevention Fund to continue a Primary Intervention Program at Bayview Elementary School as a joint project with Richmond Unified School District and to fund specified hours of consultation/training time provided by one specified County employee and one specified School District employee to Bay Area region programs . This contract is for third-year funding of an expected three-year project . B. Authorize the Health Services Director or his designee to negotiate a Novation Contract with the Richmond Unified School District for the period from July 1 , 1988 , through June 30 , 1989 , to carry out said Primary Intervention Program at Bayview Elementary School . II . FINANCIAL IMPACT : Approval of this agreement by the State will result in $21 , 786 of State funding for a joint project with Richmond Unified School District to continue a Primary Intervention Program and to fund specified hours of consultation/training time provided by one specified County employee and one specified School District employee to Bay Area region programs . Sources of funding are as follows : $21 ,786 State Department of Mental Health 1. 2 , 999 Richmond Unified School District 9 ,063 County Mental Health In-Kind Share $43 ,848 Total Program Amount This contract for State grant funds requires a 50% local match generated jointly by County Mental Health and the local school district for the Bayview program. CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M BY �` C�>2 382/7-83 DEPUTY 0 State Department of Mental Health County Contract #29-445-3 Richmond Unified School District Primary Intervention Program Board Order Page 2 County Mental Health' s in-kind contribution includes an alloca- tion of a specific number of hours of current staff time already budgeted in the Alcohol/Drug Abuse/Mental Health budget , plus mileage and administrative/overhead costs . No new monies are required . No new County revenue will be generated by this grant as grant monies received will (a) flow through the Health Services Department to the School District via subcontract to finance project staff hired by the School District , to cover project operating expenses , and to fund the School District ' s consultant ; and (b) reimburse the County for the County consultant ' s time. This Project received $16,692 of funding from the State for last fiscal year . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: In 1985 the Legislature enacted AB 1934 (Bates ) which created the Mental Health Primary Prevention Fund in the State Treasury as a stable mechanism to partially finance three-year demonstra- tion Primary Intervention Programs . On September 1 , 1987 the Board approved Contract #29-445-2 with the State Department of Mental Health for a joint project with Richmond Unified School District for a Primary Intervention Program at Bayview Elementary School . Standard Agreement #29-445-3 provides continued funding for this project by the State . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) . The Board Chairman should sign ten copies of the contract , nine of which should then be returned to the Contracts and Grants Unit for submission to State Department of Mental Health. DG :gm
