SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Ratify purchase of services from Medical Personnel Pool of Contra Costa County, Inc . in excess of the payment limit of Contract 4426-110-12 (and Contract Amendment Agreements 412.6-110-13 , 426-110-14 , 4426-110-15 , and 26-110-16) for the period May 1 , 1988 through June 30 , 1988 , and authorize the County Auditor-Controller to pay the outstanding balance , not to exceed $202000 , for said services . II . FINANCIAL IMPACT : The amount of $20 , 000 has been included in the 1988-89 Fiscal Year expenditure projection for the Hospital Enterprise Fund. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : On June 22 , 1987 , the County Administrator ' s Office approved and the Purchasing Agent executed Contract 426-110-12 with Medical Personnel Pool of Contra Costa County, Inc. for temporary licensed nursing personnel to assist Merrithew Memorial Hospital and Clinics during peak loads , temporary absences , and emergency situations . Subsequently, the Board approved Contract Amendment Agreements 4426-110-.13 , 425-110-14 , 426-110-15 , and 426-110-16 , as the hospital census increased and the Department was unable to fill funded vacant positions . On June 289 1988 , the Board approved a new Contract 426-110-17 with Medical Personnel of Contra Costa County, Inc. for fiscal year 1988-89 . During the term of the prior Contract nursing . services were requested as needed by County staff and provided by Medical Personnel Pool of Contra Costa , Inc. , in good faith. However ., even though the total contract payment limit was increased from $25 ,000 to $225 ,000 , the final amount encumbered under the contract still did not cover the costs incurred as a . result of unanticipated patient volume surges experienced in the out- patient clinics and the Detention Facility . Board Order Page 2 The Health Services Department is requesting that the amount due Medical Personnel Pool of Contra Costa County, Inc. be paid. This can be accomplished by the Board of Supervisors ratifying the actions of County employees in obtaining provision of nursing services of a value in excess of the contract payment limit . This will create a valid obligation on the part of the County, retroactively authorizing all payments made by the Auditor-Controller up to now, and authorizing payment of the balance. Funding for these payments was considered by Health Services and is included in the current budget .
