RECOMMENDATION AUTHORIZE the Public Works Director to commit Road Funds to provide the 10% matching share required for Community Development Block Grants for frontage improvements on Parker Avenue in Rodeo and Pomona Street in Crockett, in the approximate amount of $13,700 II. FINANCIAL IMPACT The financial impact would be approximately $13 , 700 from the County Road Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND Earlier this year the Public Works Department met with the Rodeo Citizens Advisory Committee regarding road improvement needs in the Rodeo area. The Committee requested that the Department look into improving the frontage on the east side of Parker Avenue between 4th and 6th Streets. The frontage to the north and south of this area is improved as is the frontage across the street. The Rodeo community is concerned. about the potential safety problem to pedestrians who are currently forced to walk in the road shoulder. The proposed project site is near the Post Office, a supermarket, school, medical clinic and bus stop. Accounting JRB:ly By _&" BO: 13 .t9 DEPUTY CLERK r-� BOARD OF SUPERVISORS SEPTEMBER 13 , 1988 PAGE TWO The Public Works Department estimated the project to cost $62 , 000 and suggested the Rodeo 'Citizens Advisory Committee apply for a Community Development Block Grant to fund the projects, since Road Funds were not available. The Block Grant requires non- profit organizations to fund at least 10 percent of the project from other sources. However, the Committee can offer no financial support for the project and they asked Public Works to provide the 10 percent matching in the form of engineering for the project. By doing this, it is possible to construct a $62 , 000 project using only $6, 200 of County Road Funds The Public Works Department also met with representatives - from the Crockett Improvement Association who requested the Department to look into a problem situation on Pomona Street at 6th Avenue. The sidewalk on Pomona is elevated from one to eight feet above the road pavement with an earth embankment sloping from the sidewalk to the road pavement. The paved road width is not sufficient for cars to park without encroaching on the embankment. When they leave, dirt and mud are tracked onto the roadway creating a potential road hazard. The Public Works Department came up with two alternatives to correct the problem. The first is estimated to cost $46, 000 and would provide parallel parking for four vehicles. The second alternative is an expansion of the first and is estimated to cost $75, 000 and would provide parallel parking for 7 vehicles. The Department suggested the Association apply for a Community Development Block Grant to fund one of the two alternatives. Because the Association's funds are limited they asked Public Works to provide a portion or all of the 10% matching in the way of engineering for the project. Depending on which alternative is funded, it is possible to construct a $46, 000 project using $4, 600 of County Road Funds or a $75, 000 project with $7, 500 of Road Funds. Both of these projects would benefit their respective communities. However, without assurance of matching funds, they will not compete as well for Community Development Block Grants. By committing $13,700 of County Road Funds towards these projects, the likelihood of receiving the Block Grants is increased and as much as $137, 000 of improvements may be constructed. IV. CONSEQUENCES OF NEGATIVE ACTION If County Road Funds are not committed for these projects their chance of being funded through Community Development Block Grants decreases, and since funding sources for these types of projects are limited, they may never be constructed.
