RECOMMENDATIONS
Authorize Redevelopment Agency staff to amend an application on
behalf of the County Redevelopment Agency and the Mt. Diablo
Unified School District (MDUSD) for a $57 ,400 Community Development
Block Grant for construction of sidewalk and driveway improvements
adjacent to Bel Air School in the West Pittsburg Redevelopment
Project Area.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 9, 1988, the Agency authorized staf;,f to submit an
application of a .$1.7,200 Community Development Block Grant for
sidewalk improvements along Canal Road adjacent to Bel Air
Elementary School in the West Pittsburg Redevelopment Project Area.
The funds were intended to be used in conjunctionlj with $22,000 of
Transportation Development Act funds (TDA) to construct sidewalk
along Canal Road from Bailey Road to Bel Air School. Without the
CDBG funds the sidewalk could only be installed ,'to a point 100 '
west of Bel Air School.

Staff has had subsequent meetings with representatives of MDUSD and
two other problems associated with the Canal Street frontage have
been identified. Staff is now proposing to amend its CDBG
application to include an additional $35,000 to install curb,
gutter and sidewalk east of Bel Air School to Madison Avenue so as
to improve the access to the school from the east; and an
additional $5,200 to widen the driveway entrance to the parking lot
at Bel Air School. Presently no curb, gutter and sidewalk exists
on the 100 lineal feet of frontage between the school and Madison
Avenue. This stretch of frontage has extreme grade and drainage
problems and a retaining wall is required. The driveway narrows to
approximately 15 feet on the backside, which is extremely hazardous
for the ingress/egress of vehicles using the facility.
Staff is asking for Agency approval to modify the CDBG application
to reflect the additional work. Deadline for application
submission is September 16.
