SUBJECT: Application for $17,200 of Community Development Block Grant funds for
the construction of sidewalk along Canal Road adjacent to Bel Air
Elementary School in the West Pittsburg Redevelopment irojeQt Area.
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize Redevelopment Agency staff to submit an application on
behalf of the County Redevelopment Agency and the Mt. Diablo
Unified School District. for a $17,200 Community Development Block
Grant for construction of sidewalk adjacent to Bel Air School in
the West Pittsburg Redevelopment Project Area.
FISCAL IMPACT:
None
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Public Works Department, Road Engineering Division, is
proposing the construction of sidewalk on the north side of Canal
Road from Bailey Road to 100' short of Bel Air Elementary School.
The original $39,200 project included sidewalk along the entire
stretch of frontage from Bailey Road to and including the Bel Air
School property. However- , only $22,000 in Transportation
Development Act (TDA) funds are available, so the project has been
downscaled.
Redevelopment Agency staff has met several times over the past few
months with representatives of the Mt. Diablo Unified School to
discuss_ possible improvements the Agency might be able to fund on
School District facilities in the West Pittsburg Project Area. The
lack of sidewalk adjacent to Bel Air School had been identified as
a deficiency in the area and something that would be appropriate
for Agency assistance.

While the. Agency does not expect to have available funds for this
work, it proposes, together with the School District, to apply for
CDBG funds to complete the project as originally planned. A total
of $17, 200 of CDBG funds would be necessary to construct the
frontage improvements along the north side of Canal Road to include
the Bel Air School frontage.
Authorization to submit an application for CDBG funds is sought
from the Agency Directors.
