July 26, 1988 County SUBJECT: AUTHORIZING THREE-MONTH EXTENSION OF LEGAL SERVICES CONTRACT WITH UNITED COUNCIL OF SPANISH SPEAKING ORGANIZATIONS, INC. ( #20-511-10) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Authorize the Social Service Department Director to execute, on behalf of the County, Contract Amendment #20-511-10, with United Council of Spanish Speaking Organizations, Inc. , effective June 30, 1988, to: continue to provide legal services to County' s elderly for an additional three month period, extend the termination date from June 30, 1988 to September 30, 1988, (new term of Contract: 7/1/87- - 9/30/88) and to increase the Contract payment limit from $61,953 to a new total . of $84,060, subject to approval of the County' s FY 88-89 Title III Subgrant Award by the California Department of Aging, and subject to approval by County Counsel or the Department' s Contracts Administrator as to legal form. FISCAL IMPACT: None. No additional County funding will be required. REASONS FOR RECOMMENDATION/BACKGROUND: On June 23, 1987, the Board of Supervisors approved contract negotiations and authorized execution of the County' s Office on Aging Title III FY 87-88 contracts, including the Contract with United Council of Spanish Speaking Organizations, Inc. for legal assistance for the term beginning July 1, 1987 and ending June 30, 1988, in the amount of $51,953 . The contract was subsequently amended by Board Order of January 19, 1988 when an additional one time only $10,000 was added to increase legal services to the County' s elderly by purchasing additional attorney time. This three-month extension will insure no interruption of legal service and will enable Contractor to meet payroll and- other administrative expenses for these services. CONSEQUENCES OF NEGATIVE ACTION: If this action is not authorized, the County will be out of. compliance with Federal. law requiring provision of a legal. assistance program for the County's elderly.
