SUBJECT: REVISIONS TO RENTAL REHABILITATION PROGRAM GUIDELINES
I . RECOMMENDED ACTION:
APPROVE revisions to the Rental Rehabilitation Program Guidelines to conform
with revised HUD regulations concerning the maximum loan limits for the Rental
Rehabilitation Program.
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority has operated a successful rental rehabilitation program
since 1984 using CDBG funds and HUD Rental Rehabilitation funds which provide loan
subsidies to rehabilitate substandard rental units.
The United States Department of Housing and Urban Development (HUD) has
recently revised the maximum amount of HUD Rental Rehabilitation funds that can be
used on a project. The new limit establishes a maximum loan amount vased on a
sliding scale dependent upon the number of bedrooms in each unit.
To conform with the changes made by HUD, staff recommends that the Rental
Rehabilitation Program Guidelines be revised to reflect the maximum loan limits
established by HUD. These revised loan limits are as follows:
0 Bedroom Unit $10,000
1 Bedroom Unit $13,000
2 Bedroom Unit $15,000
3 or more Bedroom Unit $17,000
At its Regular Meeting Monday, August 15, 1988 the Advisory Housing Commission
voted to recommend approval of the Rental Rehabilitation Program Guidelines to
conform with revised HUD regulations concerning the maximum loan limits for the
Rental Rehabilitation Program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the elect to not approve the revised Rental Rehabilitation" Program ;,
Guidelines and program performance is affected, the U.S., Department of Housing ,and
Urban Development could cut back federal funding of the Housing Authority's Rental
Rehabilitation Program.
