Spooner , Contracts Administrator ^k1 ,a DATE: August 18, 198$ ( ou* SUBJECT: Notice of Award #29-259-21 from the State Department of Health Services for the Refugee Preventive Health Services Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Accept $30 ,000 from the State Department of Health Services for the period July 1 , 1988 - June 30 , 1989 for continuation of the Refugee Preventive Health Services Program. II . FINANCIAL IMPACT : This award by the State results in $30 ,000 of State funding for the Refugee Preventive Health Services Program. Sources of funding are as follows : $30 ,000 State Department of Health Services 3 ,850 Medi-Cal 27 ,269 County In-Kind $61 , 119 Total Program, The State provided $42 , 500 of funding for this program during FY 1987-88 , but Federal funding for health assessments have been cut this year . The State Refugee Health Program Unit has been negotiating with the State Socia11 Services Department and the Federal Government to set up an lint erdepart.mental agreement to make available additional Refugee Medical Assistance money to pay for refugee health assessments on a fee for service basis . These funds would be in addition to Medi-Cal funds , and some of this new funding is expected to be available in October 1988 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : For over six years the County has participated in the Refugee Preventive Health Services Program with the State Department of Health Services . Program funds are used to provide interpreter services by trained bilingual Health Aides to assist medical staff to provide needed health services to Contra Costa ' s exten- sive refugee population ( Southeast Asian , Afghanistan, Polish , Chinese ) etc . ) . On June. 28 , 1988 the Board approved submission of Funding Application #29-259-20 to continue the program and assure compliance with Chapter 1 , Section 17000-17003 of the Welfare and Institutions Code . Acceptance of this award will allow continuation of the program during FY 1988-89 . The Health Services Department recently received the notice of award from the State Department of Health Services , granting the Department the $30 ,000 of funding for. the Refugee Preventive Health Services Program for FY 1988-89 .
