FINANCIAL IMPACT The cost for these extra professional services shall be based on actual cost not to exceed $120 ,000. Project funds are available for these additional services. REASONS FOR RECOMMENDATION/BACKGROUND During the final weeks of the contract documents phase of design, the Sheriff ' s Department requested a number of design changes. These changes improved some of the operational aspects of design and modified a number of security features. Because of the timing for these changes, drawings and specifications already prepared had to be corrected, and in some cases re-engineered. On January 29, 1988, the Architect submitted a proposal and preliminary estimate of at least $6&-000": : for the architectural and engineering services required for the identified changes requested. On February 9 , George Roemer, Director, Justice System Programs, authorized the Architect to proceed with the requested changes up to a limit of $25 ,000 pending receipt, negotiation and acceptance of the Architect ' s detailed proposal. The Architect and his subconsultants proceeded in making these changes quickly in order to minimize any delay in issuing the project for bidding. The work to be done was basically complete when the Architect"bmitted the requested fee proposal cost breakdown on March 7 . As a result of this review and contract negotiation session, the Architect and Project Manager mutually agreed that the Architect 's maximum fee should be reduced from $90 , 000 to $80 , 000. Consultant' s fees and miscellaneous expenses would not exceed $40 ,000 , for a total cost of $120,000 for extra services for these design changes. The subconsultant' s fees are limited as follows: Structural Engineering - $ 8,000 Mechanical Engineering - $ 7,000 Electrical Engineering - $15 ,700 Communication Engineering - $ 7 , 390 Landscape Architecture - $ 1,450 $39 , 540 The extra services were originally authorized by the County in accordance with the Contract requirements. The Architectural effort was more extensive than originally anticipated. Due to the dollar amount of these extra services, this action properly deserves Board of Supervisors action. The work has been completed and the County staff believes the price is fair and reasonable. The cost for these changes is limited to design costs, they having no perceptible impact on construction costs. These changes will improve future operations and security at this facility.
