SUBJECT: SUPPORT FOR AMENDMENT TO SB 257 - WATSON
(FINANCING FOR HOMELESS SHELTERS)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
That the Board support an amendment to SB 257 which would
allow for participation by Contra Costa County and San
Francisco County in the Ford Foundation sponsored Emergency
Housing Apartment Program (EHAP) national demonstration
project; and,
That the Board authorize the Chair to write the County's
legislative delegation requesting their support for amendment
to and adoption of SB 257 .
FINANCIAL IMPACT:
The proposed amendment would allow implementation of the
Board's July 21st Board Order on financing homeless shelters
(see attached Board Order and supplemental_ memoranda from the
Community Development Department) - �
The County currently funds 5% of thrnt
30/day per person/family
for homeless .emergency housing. Pacipation in the Ford
Foundation Emergency Housing Apartm Program national
demonstration project would use thiame 5% County funding as
the county matching funds. Thus, nq increase in County
funding would be necessary.
The proposed amendment would allow CHART access to $250, 000 in
federal Emergency Assistance funds and $500,000 in Ford
Foundation low-interest loans.
BACKGROUND
The Ford. Foundation has sponsored an Emergency Housing
'Apartment Program (EHAP) national demonstration project. The
project promotes the direct payment of homeless emergency
assistance funds to a non-profit housing sponsor that houses
homeless families in apartment units while providing on-site
support services. In the EHAP program, local government can

utilize existing Department of Social Service per diem funds
more cost effectively by investing in the acquisition of
affordable housing units and in support services that will
enable the homeless to transition into permanent housing.
Contra Costa County adopted a model for homeless housing that
is nearly identical to the Ford Foundation EHAP Model in the
July 21st Board action on Item 2 .2 (attached) .
The Ford Foundation EHAP is currently in place in the states
of Massachusetts, New Jersey, New York, and Michigan.
California has been targeted as the fifth and final pilot
state for the demonstration program, providing certain
provisions in the existing AB 1733 AFDC Emergency Assistance
Legislation are waived. The existing legislation provides for
$30. 00 per night per homeless family for a maximum of 28 days.
The Ford Foundation is requiring that the length of stay in
the shelter be extended up to two months.
The amendment to SB 257, co-authored by Assemblyman Bob
Campbell, allows waivers to be granted by the State Department
of Social Services to Contra Costa and San Francisco Counties
to participate in pilot Ford EHAP Projects. Participation in
the EHAP Project will allow Contra Costa County to purchase
hotels/apartment complexes for homeless family transitional
housing.
