SUBJECT: - and Out-of-Area Workers
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ' Appoint a Fact-Finding Task Force on Out-of-State and
Out-of-Area Workers consisting of representatives from the
following organizations:
Sam French Associated Builders &Contractors, Inc.
Greg Feere Contra. Costa Building .& Construction
Trades Council
Steven Roberti Contra Costa Central abor Council
Tom Koch Contra Costa Council-
Roland Young Coalition of Labor `and Business (COLAB)
Michael Geller National Electrical Contractors'
Association (NECA)
Sarah Behman "Professor of Economics, St. Mary' s.,
College, Private Citizen
Mary Rocha Councilmember, City of Antioch, .
Public Official
County Official (To be selected by the Board of
Supervisors)
2 . Request the Executive Secretary of the Central Labor. Council
to convene the first meeting of the Task Force and insure
that the Task Force selects a chairperson as early as
possible in their deliberations.
3 . Appoint a member of the Board of Supervisors to represent
the County on the Task Force.
4. Charge the Task Force with the following five assignments:
Identify the nature and magnitude of work, being
performed by out-of-area and out-of-state workers in
Contra Costa County;
Determine if circumstances are increasing or decreasing
in frequency or are about the same as in the past;

Identify to what extent the out-of-area/out-of-state.
workers are dependent on county services to a greater
extent than local workers;
Identify what general impacts these work trends have on
the local economy;
Identify to what extent out-of-area/out-of-state
workers are displacing local workers and why.
5. Authorize the Director of Personnel to provide the Task
Force essential research and fact-finding services through
the use of Ms. Shannon McBarron on his staff for such period
of time as these tasks do not interfere with or displace her
other responsibilities.
6 . Request the Task Force to report to the Board of Supervisors
at quarterly intervals beginning November 1, 1988 and
quarterly thereafter until . the above charge to the Task
Force has been completed.
7. Remove this item as a referral to our Committee.
BACKGROUND:
On February 2, 1988, the Board of 'Supervisors referred to our
Committee a report made to the Board by Supervisor McPeak on
December 1, 1987 recommending the establishment of a Fact-Finding
Task Force on Out-of-State and Out-of-Area Workers.
Our Committee has met with representatives of labor
organizations, the building industry, and other private sector
employers on several occasions. From these discussions we have
formulated the above recommendations which we believe will assist
in establishing the facts regarding the extent to which
out-of-state and out-of-area workers are impacting the local
economy, displacing local workers, making demands on County
services, and whether this trend is increasing or not compared
with historical data. We believe that gathering such factual
data is essential in order to establish a baseline from which the
Board can determine whether any further . actions are necessary to
address whatever problems may be being caused ,by out-of-state and
out-of-area workers.
We have specifically indicated that the labor unions and private
sector members of the Task Force should assist in providing
secretarial support to the Task Force and such incidentals as
duplicating materials and mailing costs. We. appreciate the
willingness of the Director of Personnel to make a member of his
staff available to the Task Force to assist in gathering data.
However, we wish to emphasize that these tasks must not interfere
with the ongoing responsibilities of the Personnel Department.
