RECOMMENDATION 1. Approve the Consulting Services Agreement with Carroll/ Resources Engineering and Management for an Environmental Update and Alternative Analysis for the State Route 4 over the Willow Pass Grade Project, in an amount of $423 , 467 . 2 . Authorize the Public Works Director to execute the Consulting Services Agreement with Carroll/Resources Engineering and Management. II. FINANCIAL IMPACT No financial impact to Contra Costa County. An agreement between the County and the San Francisco Bay Area Rapid Transit District (BARTD) executed February 8, 1988, requires that BARTD reimburse the County for all costs incurred for project development in an amount not to exceed two million dollars ($2 , 000, 000) . REASONS FOR RECOMMENDATION/BACKGROUND The Route 4 over the Willow Pass Grade Project is recognized by the Metropolitan Transportation Commission (MTC) as a high priority project for the region. The California Transportation Commission (CTC) included the Route 4 over the Willow Pass project in the 1986 State Transportation Improvement Program (STIP) Special Study List. The CTC' s action allowed Caltrans to negotiate a Memorandum of Understanding (MOU) with the County so that project development could be completed at no cost to the State. The MOU, executed in late 1987, is the basis by which the County is proceeding with project development. Recognizing the potential benefits of a combined transit/highway project, BARTD made funds available to the County to allow the preliminary engineering and environmental work on the project to begin. While funds for the construction of improvements to State Route 4 have not been fully identified nor committed, it is the County's desire to advance the state of readiness of the project by initiating project development work. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve a Consulting Services Agreement with Carroll/ Resources Engineering and Management will result in a delay in project development, including environmental clearance, and the loss of BARTD funds for project development activities.
