SUBJECT: SPECIAL ENFORCEMENT PROGRAM BY CONTRA COSTA SHERIFF'S DEPARTMENT
I . RECOMMENDED ACTION:
AUTHORIZE provision for carry-over of $14,752 in Housing .Authority funds to the
Contra Costa County Sheriff's Department for continuation of the special drug
enforcement program, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In the preparation of the 1988-89 Housing Authority operating budget, funds
were budgeted and approved for the continuation of the Contra Costa County Sheriff's
Department special drug enforcement program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 28, 1987 the Housing Authority provided the Contra Costa County
Sheriff' s Department with $15,000 to continue a special drug enforcement program for
the 1987-88 county fiscal year. On July 22, 1988 the Housing Authority received a
report from the Sheriff's Department on the results of the special drug enforcement
program.
A total of 67 narcotics cases were generated during fiscal 1987-88. Seventeen
of the cases were initiated by the Narcotics Bureau resulting in the identification
of 18 suspects. Six arrests were made and ten search warrants were served. Five
individuals have been charged criminally and are pending court proceedings, and
several investigations are continuing.
Recently Housing Authority staff met with representatives of the Sheriff's
Department and, as a result of that meeting, much more activity in the Housing
Authority area is expected.
In the past five years, this special drug enforcement program has been very
successful as it has reduced the amount of drug-related criminal activity in housing
developments located in the unincorporated areas of the county serviced by the
Sheriff' s Department.
For the 1988-89 county fiscal year, the Sheriff' s Department is requesting
that funds be provided by the Housing Authority to continue this special drug

supplied by the Housing Authority in 1987, they have requested that the Sheriff's
Department be allowed to simply carry over the $14,752 in unexpended Housing
Authority funds into the 1988-89 county fiscal year.
In the preparation of the Housing Authority's 1988-89 operating budget, funds
in the amount of $15,000 were budgeted and approved for the continuation of the
Sheriff's Department special enfocement program. However, as only $248 of the
$15,000 supplied by the Housing Authority for the county's 1987-88 fiscal year was
utilized, at its Regular Meeting on Monday, August 15, 1988, the Advisory Housing
Commission voted to recommend that the Sheriff' s Department be allowed to carry over
the $145752 in unexpended Housing Authority funds into the 1988-89 county fiscal
year.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request,
the amount of drug-related criminal activity in housing developments located in the
unincorporated areas of the county serviced by the Sheriff's Department would
increase sharply. Additionally, the Board of Commissioners would be acting in a
manner contrary to its position to provide safe housing for low-income families in
Contra Costa County.
